<br />and responsibility for inspecting a number of different high‐hazard sites within the community, including <br />schools, lodging facilities, and health care settings. <br />New Brighton’s unique public safety model, which has been in existence for seventeen years, continues <br />to be adopted by other police and fire departments in the Twin Cities Metropolitan Area. One of the <br />efficiencies of this organization is the lean leadership structure, which has only three senior leaders <br />(Director and two Deputy Directors) as opposed to separate Chiefs and Assistant Chiefs as is found in <br />most separately organized law enforcement and fire service agencies. The public safety model also <br />provides for cross‐training of staff, unified management of events & emergency incidents, sharing of <br />equipment & resources, co‐location of both operational and administrative personnel, cooperative <br />continuing education sessions, a single‐source for residents seeking services, and a complimentary <br />rather than competitive approach to delivering police and fire protection to the community. <br />New Brighton Public Safety has a long tradition of involving community volunteers in nearly every aspect <br />of the organization. These volunteer programs have not only served as effective community <br />engagement tools and force multipliers for operational activities, but they also provide recruitment <br />opportunities to welcome those who are considering a career in law enforcement or the fire service to <br />get exposed to the public safety professions. Staff liaisons are assigned to the Law Enforcement <br />Explorers, Police Reserve Auxiliary, Volunteers in Public Safety (VIPS) and Community Emergency <br />Response Team (CERT) members to lead each of these volunteer programs. <br />Public Safety continues its involvement with several suburban law enforcement agencies that are <br />collaborating with Century College in exploring “pathways to policing” programs to increase effective <br />recruitment and retention of law enforcement candidates. The group will be holding a women in <br />policing event targeted at high school students, hosting a series of department open houses, and <br />potentially developing a curriculum path for already‐degreed students from other career fields to obtain <br />their law enforcement certificate that allows for peace officer licensure. In addition, New Brighton is <br />continuing its participation with the Century College mentoring program that matches current law <br />enforcement students with local police officers. <br />Both regionally and on a statewide level, the New Brighton Department of Public Safety is involved with <br />a myriad of organizations representing law enforcement, the fire service, and emergency management. <br />Representatives from New Brighton hold positions with the Ramsey County Chiefs of Police Association, <br />the Ramsey County Emergency Communications Center (ECC) Computer Aided Dispatch (CAD) Steering <br />Committee, the Minnesota Chiefs of Police Association (MCPA) Regional Representatives, the Statewide <br />Radio Board, and the Fire Service Advisory Council. In addition, agency delegates are active participants <br />in the Ramsey County Fire Chiefs Association, Metro Chief Fire Officers Association, Fire Marshal’s <br />Association of Minnesota, Ramsey County Emergency Managers, Minnesota All Hazards Incident <br />Management Team (AHIMT) and other leading organizations of the public safety industry. <br />With the housing of two of the state’s premier law enforcement groups in the lower level of New <br />Brighton City Hall, the Minnesota Chiefs of Police Association and the Upper Midwest Community <br />Policing Institute, Public Safety has benefitted from the proximity of these influential organizations. <br />Both tenants regularly host a variety of leadership and community‐oriented policing training <br />opportunities at the New Brighton Public Safety Center, allowing our agency personnel to attend for free <br />58
