Council may add student members to any commission from time to time. However, there still <br />needs to be discussion and decisions made on whether or not all students can vote, or if only <br />students on certain commissions can vote. These changes will give the Council greater flexibility <br />in it’s appointments to the commissions. <br />Sec. 2-62. Terms for Commission Members <br />This section of the Code has been made more streamlined, understandable and efficient. <br />Commission members will be appointed to a term of three years as has been the past practice, but <br />language was added that notes that the “Council may choose to shorten or modify a <br />commissioner’s term for any reason at any time”. Language that was previously included in the <br />Code that stated members could serve four consecutive terms or a maximum of twelve years was <br />removed. <br />Sec. 2-63. Chairperson and Vice-Chairperson <br />Changes were made regarding the appointment and qualifying criteria of Chairpersons and Vice- <br />Chairpersons. Previously, this section mentioned only the Chairperson. Language was added so <br />that the City Council may appoint any member of a commission – regardless of the commission’s <br />recommendation – to the Chairperson or Vice-Chairperson role. The vice-chairperson should <br />prepare for a future chairperson role and fill-in for the current chairperson in the event of an <br />absence according to the updated article. <br />Language was deleted from the original article that stated that a member had to have served a <br />minimum of one-year term on a commission. This language was cumbersome when there was a <br />vacancy, as there was not always someone that met this part of the qualifying criteria. Now, the <br />criteria are geared more towards experience and knowledge of the pertinent subject matter and <br />previous experience of any length and good attendance on a commission. <br />Sec. 2-67. Rules and Procedures <br />Language was added so that each commission shall follow and adhere to the commission code of <br />conduct and that that code by be amended from time to time by the City Council. <br />_________________ <br />Devin Massopust <br />Assistant City Manager
