Authorization for the Mayor and City Manager to enter into a purchase <br />agreement with Korean United Methodist Church of Minnesota for the purchase <br />of land located at 701 8th Avenue NW. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Bauman to authorize the Mayor <br />and City Manager to enter into a Purchase Agreement with the Korean United Methodist <br />Church of Minnesota for the purchase of real property located at 701 8th Avenue NW, <br />subject to City Attorney approval of the final language. <br /> <br />City Manager Lotter stated Assistant Community Assets and Development/Planning Director Gundlach <br />would be presenting this item to the Council. <br />Assistant Community Assets and Development/Planning Director Gundlach explained the property <br />located at 701 8th Avenue NW has been for sale since 2015. Over the past year and a half, staff <br />has been fielding numerous inquiries from prospective buyers. Most of these inquiries have <br />been from parties wishing to re-use the existing building for a church, school, community <br />center, and/or day care use. While there has been some inquiry about redevelopment, it was <br />always in conjunction with reuse of the existing building for one of the previously mentioned <br />uses. Staff is unaware of any full-scale redevelopment inquiries. <br />Assistant Community Assets and Development/Planning Director Gundlach stated in early 2017, the <br />City initiated the community engagement phase of the Comprehensive Plan update process. <br />Throughout this process, an overwhelming theme emerged where residents were interested in <br />seeing redevelopment/reinvestment in this area of the Old Highway 8 corridor. This is also a <br />topic the Economic Development Commission has discussed over the last year. Through the <br />Comprehensive Plan update process, residents have expressed concerns of the need for more <br />housing. This was also noted in the recently completed Citizen Survey where housing was <br />rated #2 as “the single most important issue facing New Brighton over the next two years”. <br />Only drinking water was rated more important. With the Korean Church property at 701 8th <br />Avenue NW being at the north end of this under-utilized corridor of Old Highway 8 NW, and <br />being offered for sale, staff felt the market would drive a housing redevelopment that would <br />eventually be a catalyst for the rest of the corridor. Unfortunately, this hasn’t occurred and staff <br />suspects it’s because the Comprehensive Plan update process is delaying the necessary <br />4. 2017 NBCC Ext. <br />Wall Rehabilitation. <br /> <br /> <br />5.
