That process included the NSCC <br />conducting a formal needs ascertainment and issuing a request for renewal proposal to <br />Comcast. Comcast submitted a formal renewal proposal. After holding a public hearing on the <br />renewal proposal, the member cities, upon the recommendation of the NSCC, made a <br />preliminary decision not to renew the Comcast franchise. Comcast and NSCC sent the matter <br />on to the Minnesota Office of Administrative Hearings (“OAH”) to have an Administrative <br />Law Judge (“ALJ”) hear the matter and prepare a recommendation to the NSCC on whether to <br />renew the Comcast franchise. While the matter was pending before OAH, Comcast and the <br />NSCC agreed to recommence informal cable franchise negotiations. These negotiations <br />resulted in the current new Comcast cable franchise agreement, which the NSCC has <br />recommended for adoption by the City. The NSCC also held a public hearing on behalf of its <br />member cities on August 3, 2017. She provided further information on the terms and franchise <br />fees within the agreement and recommended Council approval. <br />Councilmember Burg thanked Ms. Wilson for her report. She understood this was a long time coming. She <br />asked what would be lost due to the 40% loss in revenues. Ms. Wilson explained there would be a change in <br />staffing over time. She indicated NSCC had reserves to assist in covering costs for the coming year and after <br />that time changes would have to be made. She anticipated NSCC would be shifting to a community services <br />model in the future and services would no longer be provided free of charge. He thanked City Attorney Sonsalla and Assistant Director of Community <br />Assets and Development/Planning Director Gundlach for their efforts on this agreement. He <br />stated the Mounds View School District is putting a sizeable referendum before the public this <br />fall and a representative would be coming to speak to the City Council on Tuesday, October <br />10th. He explained staff would be presenting at the League of Women Voters meeting on <br />Thursday, September 28th. <br /> <br />Mary Burg <br />Councilmember Burg reported the new Eagle’s Nest structure was well underway, along with <br />other fire safety improvements. She commented on the enhancements that have been installed <br />at Lions Park and noted the group build would continue on Wednesday, September 27th and <br />Thursday, September 28th. She explained PREC was considering dog parks and would be <br />holding a listening session on Wednesday, October 4th. She encouraged everyone to <br />participate in the local elections this fall. <br /> <br />Paul Jacobsen <br />Councilmember Jacobsen reported the New Brighton Public Safety Department would be <br />represented at the Women in Law Enforcement Breakfast on Thursday, October 12th.
