He <br />stated his only concern with the project was the lack of coordination for garbage pickups. He <br />encouraged the City to better coordinator with the garbage haulers and sod contractor for future <br />projects. He commented on the importance of the elevation sticks and the need for quality <br />control. Mayor Johnson thanked Mr. Downs for addressing the City with his comments and <br />concerns. <br />Joseph Howard, 519 4th Avenue NW, explained he owned two houses in New Brighton. He <br />thanked the Council for completing the roadways in a timely manner. He explained there was <br />an accident near his home and a pole was damaged and has not been replaced. Consider Approval of Ordinance Establishing Renewed Comcast Cable <br />Franchise. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt Ordinance No. <br />855 approving a Cable Television Franchise with Comcast of Minnesota. <br /> <br />City Manager Lotter indicated Cor Wilson from NSCC would be presenting this item to the Council. <br />Cor Wilson, Executive Director of NSCC, explained the City of New Brighton is a member of North <br />Suburban Communications Commission (the “NSCC”), a municipal joint powers entity formed <br />by nine member cities. The NSCC administers the cable franchises that each member city has <br />with Comcast and CenturyLink. The current Comcast cable franchise was granted in 1998 for a <br />fifteen-year term.
