Michelle <br />Norman, representative from Adagio’s, discussed the upcoming chili cook off that would be held on Sunday, <br />October 8th from 1:00 p.m. to 4:00 p.m. She explained all funds raised from the event would go to support the <br />Fisher Family who was facing a battle with Breast Cancer. <br />Councilmember Strub thanked Mr. Jones for coming forward and voicing his concerns. <br />Mayor Johnson appreciated Mr. Jones’ comments as well. City Project 16-1, 2016 Street Rehabilitation Assessment Hearing. <br /> <br />City Manager Lotter indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting explained Project 16-1 consisted of the <br />rehabilitation of the following streets and alleys in the summer of 2016: <br /> <br />2nd Avenue NW - County Road E2 to 8th Street NW <br />3rd Avenue NW - County Road E2 to 8th Street NW <br />4th Avenue NW - County Road E2 to 8th Street NW <br />Alley - 6th Street NW to 480’ North of 6th Street NW <br />(Between 1st Avenue NW and 2nd Avenue NW) <br />Alley - 7th Street NW to 240’ North of 6th Street NW <br />(Between 1st Avenue NW and 2nd Avenue NW) <br />Alley - County Road E2 to 7th Street NW <br />(Between 2nd Avenue NW and 3rd Avenue NW) <br />Alley - 6th Street NW to 8th Street NW <br />(Between 3rd Avenue NW and 4th Avenue NW) <br />Alley - County Road E2 to 7th Street NW <br />(Between 4th Avenue NW and 5th Avenue NW) <br />County Road E2 - 5th Avenue NW to I-35W Bridge <br />6th Street NW - 5th Avenue NW to 1st Avenue NW <br />7th Street NW - 5th Avenue NW to 1st Avenue NW <br />1st Street SE - Cleveland Avenue SE to New Brighton Road <br />3rd Avenue SE - 1st Street SE to Cul-De-Sac End <br /> <br />Community Assets and Development Director Schlichting stated rehabilitation within the project area <br />included the removal and replacement of the bituminous surfacing, the removal and <br />replacement of designated sections of concrete curb and gutter, utility improvements, improved <br />pedestrian facilities, LED lighting, and landscape improvements. Staff reviewed the 2017 <br />Assessment Report in detail with the Council along with the project costs, assessment rates, <br />project map, and the resolution necessary for adoption of the assessments. <br />Councilmember Jacobsen stated he was really pleased that costs came in lower than anticipated and thanked <br />staff for working to achieve low bids. <br />City Manager Lotter commented on the City’s assessment policy and how it differed from other <br />communities. He stated New Brighton picked up 75% of the street improvements costs and only assessed <br />25% while other communities were assessing up to 100%. He was very proud of the fact the City was <br />making strong financial decisions that were benefiting the entire community. <br />Mayor Johnson reported she has received many compliments on County Road E2 and the high quality of the <br />work that has been done on the City’s roadways. <br />Councilmember Strub was pleased the City had accommodated its local businesses as well as its residents <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Public Hearing <br />1.
