anticipated body worn cameras could be fully implemented by the second quarter of 2018.

Councilmember Strub asked if this decision was a department policy or a City Ordinance. Paetznick explained
this would be a department policy.

Councilmember Strub questioned if Burnsville has revisited their policy given the fact they were one of the
first departments to opt into this technology. Paetznick stated he was uncertain if Burnsville has revisited their
model policy. It was his understanding that Burnsville PD was an Option 2 agency.

Mayor Johnson asked how easy it was to turn on the body worn cameras. Paetznik stated the cameras were
easily turned on by a button on the front of them.

Councilmember Strub stated he would like to see the City Council and Public Safety Department coming
together on a yearly or biannually basis to evaluate the use of this technology. He explained that it would be a
lot of money to invest into a tool when departmental relations with the public were already high. He wanted to
be assured that the Council had a formal process to evaluate if this tool was continually necessary.

Mayor Johnson thanked Councilmember Strub for sharing his point of view. She supported the Council
reviewing this issue twice a year as well.

Councilmember Jacobsen believed that it was not necessary to review this twice a year given how busy the
Council was within its worksession meetings. He recommended this only be reviewed once a year.

Lotter explained staff would support either interval but noted another way to address this matter would be to
have the PSC provide a recap once a year.

Councilmember Burg suggested a recap be provided every six months for the first year and then annually after
that time. She indicated she could support Option 2 to begin the program, but stated she would be interested to
learn how this was working. Paetznick understood Councilmember Burg’s concerns and stated he wanted to
see a good return on the investment for the department as well.

Councilmember Strub stated he could support reviewing the information every six months for the first year and
annually thereafter.

Councilmember Burg thanked Paetznick for thorough report and stated she would be interested in learning
more about the camera units themselves, along with the estimated costs for data storage.

Council consensus was to address body worn cameras again at a worksession meeting in October or
November.

Worksession adjourned at 6:23 pm

Respectfully submitted,

Terri Spangrud
City Clerk
