He stated at this time, the City only covers the main.
He indicated if the service line from the street to the home were to fail, this was the responsibility of the
ho meowner. He requested Mr. Freudaman provide the Council with additional information on the service line
program.

Derek Freudaman thanked the Council for their time. He discussed the service line program offered by the
National League of Cities and noted this covered both the water and sewer lines from the main to a home. He
explained this program has been around for the past decade and assisted cities in addressing aging
infrastructure. He commented on how difficult it was for residents to replace their personal water or sewer
lines when they thought this was the responsibility of the City. He indicated the program would allow
residents to voluntarily be a part of the program and be better educated on how the City’s infrastructure was
managed. He further described how the program worked and noted several letters would be sent to residents in
order to inform them of the program. After the campaign was launched residents would be able to enroll in the
program online. He explained the entire program would be administered by the National League of Cities.

Councilmember Jacobsen asked how long this program has been around and how many cities in Minnesota
were involved. Mr. Freudaman explained there were 475 cities across the US and Canada involved in t he
program. He noted in Minnesota there were 15 to 20 cities participating, but noted this number was on the
rise.
