<br /> <br /> <br />REQUEST FOR CITY COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Consideration of a Resolution approving a Site Plan and Special <br />Use Permit for Pets Remembered, 15 2nd AVE SE. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets <br />& Development <br /> <br />CITY MANAGER APPROVAL: <br /> <br /> <br />No comments to supplement this report _______ Comments attached ______ <br /> <br />15.99 Deadline: December 16, 2017 <br /> <br />Recommendation: Adopt the Resolution provided, approving the Site Plan and Special Use <br />Permit subject to nine conditions. <br /> <br />Legislative History: November 21, 2017: The Planning Commission considered the request and <br />held a public hearing. All interested persons provided testimony. The Planning Commission <br />recommended approval consistent with the staff recommended conditions. <br /> <br />May 24, 2011: The City Council adopted Resolution 2011-062 approving the original Special Use <br />Permit to operate one-at-a-time pet cremations at 15 2nd AVE SE. This Special Use Permit was <br />approved after two Planning Commission meeting discussions, extensive testimony from the <br />public, and research by City staff regarding the environmental impact of these types of machines <br />and their regulation by the Minnesota Pollution Control Agency. The conditions of approval <br />specified that only one pet cremation machine could be utilized on the property. <br /> <br />Financial Impact: Not applicable <br /> <br />Explanation: The applicant has made application for the following land use requests to facilitate <br />construction of a 10’ x 25’, or 250 SF, addition to the existing industrial building at 15 2nd AVE <br />SE: <br />• Site Plan: Required in order to obtain a building permit for the addition. The purpose of <br />the Site Plan is to ensure all building setbacks, floor area ratios, building height, and <br />parking requirements are met. <br />• Special Use Permit: Required in order to allow installation of a second cremation machine <br />within the building. Pets Remembered is currently operating under a Special Use Permit <br />that restricts the business to one cremation machine.
