December 5 , 2017 Page 1 of 2 <br /> <br /> <br /> <br /> <br /> <br /> <br />Pursuant to notice thereof, a City Council meeting and 2018 Budget Hearing of the New Brighton <br />City Council was held Tuesday , December 5, 2017 at 6:30 pm in the New Brighton Council <br />Chambers. <br /> <br />Present: Mayor Johnson, Councilmembers Bauman, Burg, Jacobsen and Strub <br /> <br />Absent: <br /> <br />Also Present: Dean Lotter-City Manager, Brenda Davitt- Finance Director, Craig Schlichting- <br />Community Assets and Development Director <br /> <br /> <br />Call to Order <br />Mayor Jacobsen called the meeting to order at 6:3 0 pm. <br /> <br />Pledge of Alle giance <br />Mayor Jacobsen led the Council in the Pledge of Allegiance. <br /> <br />Approval of Agenda <br />Approval of the December 5, 2017 Council Agenda. <br /> <br />Motion by Councilmember __, seconded by Councilmember __ to approve the agenda as <br />submitted. <br /> <br />5 Ayes, 0 Nays -Motion Carried <br /> <br />Presentation <br /> <br />A. Truth in Taxation Budget Hearing <br />City Manager Lotter reported staff has a presentation on the 2018 Budget for the Council this <br />evening. He explained after the presentation, a budget hearing would be held. <br />Finance Director Davitt played a year in review video for the Council which highlighted events <br />that occurred in 2017. She explained that in September the Council approved the preliminary <br />levy and notices were sent to property owners in the City. She reported the purpose of this <br />meeting was to provide a summary on the budget and to describe how the budget affects <br />property taxes. The purpose and objectives of the 2018 budget were reviewed in detail and it <br />was noted no reserves would be used in the coming year. The 2018 General Fund expenditures <br />and revenues were discussed. She stated the proposed property tax levy was $8,661,170, <br />which included an additional investment in the City of $761,070 over last year. She <br />commented on the tax levies for the past ten years and noted how property tax dollars are used <br />by the City. She described how the median value homeowners would be impacted by the <br />proposed budget and reported property values were on the rise. She discussed the storm sewer <br />improvement taxing districts for Lake Diane and Bic entennial Pond noting the funds raised <br />were requested by the surrounding property owners.
