2

I. INCIDENT RESPONSE INFORMATION

The following information contains summaries of significant police and fire related
incidents during the month.

Sergeant Burt Emerson found a snowblower in the middle of the roadway while
patrolling residential side streets around 2am. He then noticed an open overhead garage
door on the block and determined that the occupants had inadvertently left it up, allowing
an unknown thief to remove the snowblower and attempt a getaway with it. The
snowblower was returned to its owner.

Following the Thanksgiving holiday, a resident in the 500 block of 13th Avenue NW
reported that their home had been broken into and a vehicle was taken from the garage.
By the time the car was reported stolen, it had already been involved in a pursuit with the
Minnesota State Patrol. A juvenile suspect was arrested in Minneapolis after trying to
flee from the scene when the stolen car crashed with a parked vehicle. The 15 year-old
juvenile had six outstanding arrest warrants (one felony, three gross misdemeanor, and
two misdemeanor) when he was taken into custody. Thanks to a photograph taken by
Officer Ian Craig of a shoe print left on the forced-open door of the residence in New
Brighton, Detective Matthew DeBoer was able to obtain a confession from the juvenile
suspect who admitted to entering the house and taking the vehicle, and he was
adjudicated for both felony-level crimes of burglary and auto theft in Ramsey County.

On Thursday morning, December 1st, Police Division responded to an address in the 500
block of Fairfield Drive on report an 81 year-old male who had apparently shot himself in
the head with a .357 revolver. He was found by his son. The victim allegedly suffered
from the early onset of Alzheimer’s/dementia and the family was in the process of
helping him sell the house.

On December 11th, the Fire Division responded to Irondale High School on report of a
fire alarm covering smoke detection in the tunnel system of the building. Without any
custodial/maintenance personnel on-site or immediately available, responding firefighters
utilized floors plans, prior knowledge of the building, and experience gathered from past
calls at the facility to successfully locate the source and cause of the fire alarm. A steam
pipe had burst, with the leak activating the detection system. A School District
representative eventually responded to address the issue.

On December 13th around 5:30pm, a resident from an apartment building in the 1400
block of 10th Street NW reported being robbed of her purse near the garages. While
closing her garage door, the female felt a tug on her purse and turned to see a man pulling
it from her shoulder. The suspect implied having a weapon in his pocket but one was not
scene. He fled in a black sedan with a temporary permit in the window and no license
plates on the car. Officers canvassed several apartments for witnesses but were unable to
gather any additional information to assist with the investigation.
