<br /> <br />Public Safety Commission <br />March 27, 2017 <br /> <br /> <br />Attending: Commissioner Allen, Commissioner Boyd, Commissioner Conway, <br />Commissioner Donohue, Commissioner Eichers, Commissioner Hollimon, <br />Commissioner Howard, Commissioner Schumann, Council Member Strub, <br />Director Paetznick, Dave Matteson (Allina Health), and Mayor Johnson <br /> <br />Absent: Commissioner Anderson, Commissioner Lamp <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Allen called the March 27, 2017 meeting to order at 6:30 pm and roll call was taken. <br /> <br />Director Paetznick welcomed the commissioners to our new meeting location in the Lower Level <br />Conference Room of City Hall. This new location will allow the commission meeting to be recorded. <br /> <br />February Meeting Minutes <br /> <br />The February meeting minutes were reviewed. Commissioner Eichers made a motion to approve the <br />February meeting minutes; Commissioner Donohue seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br />A. Police Worn Body Cameras “Public Comment” Process – Director Paetznick <br /> <br />Director Paetznick thanked Sgt. Singer for his presentation to the commission last month. Another <br />step regarding police worn body cameras is a process for public comment. <br /> <br />Director Paetznick gave a brief technology recap and noted what this technology can and can’t do. <br />He reviewed 10 important limitations that need to be considered. <br /> <br />Director Paetznick noted Minnesota State Statute states a law enforcement agency must provide a <br />role to allow public comment for both purchasing/implementing body cameras but also for the <br />required written policies and procedures. Director Paetznick noted three examples of what some <br />other suburban agencies have done for their online surveys. As the survey questions are developed, <br />we will consider the pillar framework of the Task Force Report on 21st Century Policing. <br /> <br />Council Member Strub would like to send an email blast to persons already signed up to receive these <br />and include links to State Statute and the League memo. <br /> <br />Discussion on the public comment process included accepting comments by email, a survey on our <br />website, accept comments at an open meeting, and asking for opinions of high school students. <br />Director Paetznick noted these comments can help draft the policy. Commissioner Conway asked <br />how our officers feel regarding body cameras. Director Paetznick noted there are already so many <br />other recordings currently happening that most officers feel it will be good to now record from their <br />own perspective. <br />
