6 <br />the driver refuses to provide an adequate breath sample into the DMT. He then gets <br />argumentative and ends up fighting with officers. He claims to have a medical <br />emergency. Allina medics responded to the scene where restraints had to be utilized to <br />keep him on the stretcher. <br /> <br />St. Paul Police hosted the TZD Hi-Viz DWI Saturation on Friday, March 17, 2017 from 2 <br />p.m. to 12 a.m. <br /> <br />Twenty overtime funded officers and nine volunteer Reserve officers (Including Officer <br />B. DeBoer and Officer M. Voeller from New Brighton) saturated the city streets and <br />downtown freeways surrounding the St. Patrick’s Day festivities in Saint Paul that <br />yielded the following: <br /> <br />• 240 traffic stops <br />• 15 people taken to jail <br />• 5 DWI arrests <br />• 27 drivers cited for DAR/DAS <br />• 11 vehicles towed <br /> <br />Notes: High number of warrant arrests along with unlicensed, revoked and suspended <br />drivers but a low number of DWI arrests. One White Beak Lake officer made 29 traffic <br />stops during the shift. <br /> <br />On March 17, Officer Benedict and his Field Training Officer stop a vehicle for several <br />lane violations. Officer Benedict observes the 43 year old driver from Olathe, Kansas <br />is displaying classic signs of impairment. The driver fails field sobriety tests. A DMT <br />reveals a BAC of .15. The party is booked for 4th degree DWI. This was Officer <br />Benedicts 1st DWI while in training. <br /> <br />On March 18, Officer Farmer stopped a vehicle for window tint and loud muffler <br />violation. An odor of marijuana was emanating from the vehicle. Approximately 3 <br />ounces of marijuana was located in the vehicle. Also found in the driver’s back pocket <br />was a set of brass knuckles. The driver was booked for felony possession of marijuana. <br />His vehicle was held for forfeiture. <br /> <br />On March 30, Officer Farmer arrested two parties in separate incidents of 4th degree <br />DWI. Both parties were suspected of being under the influence of methamphetamine and <br />one of the drivers was found to have marijuana and methamphetamine on their person. <br /> <br />On March 31, Officer Farmer stops a vehicle and ends up arresting the driver, a 25 year <br />old female from St. Paul, for driving under the influence of heroin. She was also found to <br />be in possession of 2 grams of heroin. <br /> <br />On March 31, Officer Amberg stops a 35 year old male from Waterloo, IA for speeding. <br />Driver shows signs of alcohol impairment and arrested after failing field sobriety tests. <br />The driver has a BAC of .15. He was booked for 4th degree DWI. <br /> <br /> <br />
