5 <br />officers (Including Officer B. DeBoer from New Brighton) saturated the freeways and <br />local streets surrounding Lucky Palooza that yielded the following: <br /> <br />• 163 traffic stops <br />• 14 people taken to jail <br />• 13 DWI arrests <br />• 15 drivers cited for DAR/DAS <br />• 7 vehicles towed <br /> <br />Notes: A Maplewood officer with 5 of 15 drivers stopped cited for Driving After <br />Revocation or Suspension. TZD officers assisted State Patrol with an early evening <br />pursuit that exited the freeways and wound through the East Side. The impaired driver <br />was taken into custody after driving through yards and between two houses before <br />crashing her vehicle and fleeing on foot. Several TZD officers focused on speed <br />enforcement on W. 7th near Jefferson that netted 4 DWI arrests. A St. Paul officer <br />performed CPR on a passenger in a vehicle who was not breathing and without a pulse <br />due to an overdose on drugs. The passenger was transported to the hospital by medics <br />and is expected to survive due to the actions of the officer and the citizens who stepped in <br />to help. The driver of the car was arrested for DWI (drugs) and the officer obtained a <br />search warrant for a blood draw. <br /> <br />On March 12, at 0440 hours, Officer Xiong stops a suspicious vehicle in the 300 block of <br />10th St NW that is occupied by 5 people. The 26 year old driver from Brooklyn Park <br />opened his door and a strong odor of alcohol and marijuana was emitted from the vehicle. <br />The driver was arrested for 4th degree DWI. The passengers were uncooperative with the <br />front seat passenger (also from Brooklyn Park) had to be physically extracted from the <br />vehicle after refusing to exit. He was continually trying to reach under the passenger <br />seat. He then urinated himself in back of squad. He was placed in holding cell and <br />refused to allow handcuffs to be taken off. He then stated he couldn’t breathe and needed <br />to go to hospital. He appeared to faint. O2was applied and an Allina ambulance was <br />requested to respond. The passenger then appeared to start seizing. Officers continued to <br />administer O2. His pulse/o2 reading appeared fine. Allina transported to hospital. The <br />passenger was charged out of custody. The entire incident was live streamed or filmed <br />on camera phones by most of the occupants. <br /> <br />On March 12, Officer Farmer conducts a vehicle stop for obstructed plate and no rear <br />license plate light. Drug paraphernalia and a large amount of cash are observed in plain <br />view inside the vehicle. The driver is taken into custody. A search incident to arrest <br />found approximately 12g methamphetamine on the driver. A search of vehicle found <br />$820 cash, a hypodermic syringe, mushrooms, and other drug paraphernalia. The vehicle <br />was towed and held for forfeiture. In Miranda interview, driver admitted to recent <br />methamphetamine use and admitted all illegal items in the vehicle were his. The driver <br />failed field sobriety tests. A search warrant was written for blood or urine sample. A <br />urine sample was collected. The driver 40 year old driver from Elk River was booked for <br />3rd degree Possession. <br /> <br />On March 13, Officer Xiong stops a vehicle for speeding. The 24 year old St. Anthony <br />resident appears to be intoxicated. He fails field sobriety tests and submitted to a <br />Preliminary Breath Test which showed a BAC of .189.
