4 <br /> <br />On March 29 at 11:35 pm, Officer Riedel was in an unmarked squad parked at Exxon <br />Gas Station at 201 5th Street NW when she was approached by an employee, who <br />advised of a vehicle exiting the parking lot who was a gas drive off suspect. Officer <br />Riedel followed the vehicle, initiated a stop, and made contact with driver. The Driver <br />provided false name and denied leaving the gas station without paying. Utilizing a mobile <br />fingerprint reader, Officer Riedel determined the driver had four confirmed felony <br />warrants and had a revoked driver’s license. The driver was booked at the Ramsey <br />County Law Enforcement Center for his outstanding warrants and his friend paid for the <br />stolen gas. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. TRAFFIC SAFETY <br /> <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br /> <br />On March 9, Officer Farmer stops a vehicle for several traffic violations. During the <br />course of the stop, Officer Farmer believes the 53 year old New Brighton resident is <br />under the influence of methamphetamine. He is arrested and a “loaded syringe” was <br />found in the vehicle. Due to heavy IV drug use Officer Farmer is unable to take a blood <br />sample on his own so the suspect is transported to Regions for the blood sample.
