Commissioner Conway asked if the policy recommendation will be to use the body worn
cameras at officer discretion. Director Paetznick stated yes, that will be the recommendation.
Based on the public survey, the internal survey, and training, Director Paetznick truly believes in
giving the benefit of the doubt to our officers. He feels this is the best route to go for our agency
and that this is a video collection tool; not a panacea. Commissioner Hollimon stated our
officers need to know that we trust them to do their jobs. Commissioner Wagner added that if
the body worn cameras were on all the time, that would be an advantage for the officer as that
would be one less decision they would have to make when answering a call.

Department Reports
A. Allina Health – Dave Matteson
Mr. Dave Matteson, Allina Health, reported he has been busy working on their 2018 budget. He
is requesting an additional ambulance for the north metro area for evening/night time.

Allina Health participated in an Active Shooter tabletop exercise with Coon Rapids; this is a
good way to get the supervisors together to work on how calls would be handled. A good take-
away from this tabletop exercise was when do you stay back?

Mr. Matteson noted the joint training with our department, with the scenario of a patient who has
been exposed to the Ebola virus, will be on October 4th.

Mr. Matteson reported there was a recent emergency call where a 6-year old was calling in an
unconscious adult and didn’t know the address where they were. The Ramsey County and Allina
Dispatchers worked together with the police officers to find their location. The outcome of the
call was successful. There was also a call of a bicycle accident in Long Lake Regional Park
where it was a challenge to get to the patient; good work by the Fire Department for their help.

Allina Medical provided medical backup for our firefighters at the recent trailer fire on Cessna
Drive.

B. Volunteers in Public Safety (VIPS)

Director Paetznick noted the VIPS will help host the next Red Cross Blood Drive next
Wednesday, September 20, from 12:30-6:30 pm at the Public Safety Center.

C. Public Safety Update – Director Paetznick

Director Paetznick noted the following items:
o Two new part-time Public Safety Officers (POS’s) will start later this week. PSO’s are
non-sworn personnel. We updated this part-time PSO job description to target people
who are looking to go into law enforcement.
o This is our second season with the Century College Mentoring program. Century College
will host a Women in Policing breakfast on October 12 and will also host open houses to
prospective students with the 7 agencies participating in the mentoring program.
o Department training days will be held this week and will consist of Use of Force training
and Emergency Medical training.
o There were two structure fires; one at an apartment and one at a mobile home.
o Over the summer, there were 94 different categories of activities that our officers did; ie.
Cops & Bobbers, Storytime at the Fire Station, playing basketball with kids.
