<br />o It is Back to School time so the SRO’s are back working at the schools. <br />o Deputy Director Hamdorf has been deployed to Florida with the Minnesota All Hazards <br />Incident Management Team (AHIMT) for the next two weeks to assist with recovery <br />from Hurricane Irma. <br />o On Thursday, Officer Layton, who is a member of LEMA, will be committed to the <br />funeral detail for fallen Wayzata Officer Mathews; numerous other officers will also <br />attend. <br /> <br />Commissioner Malone inquired about the Use of Force numbers in the monthly report, asking if <br />that was per incident or per officer. Director Paetznick confirmed this number is per incident. <br />Commissioner Malone also inquired about pay rates and if pay increases were frozen. Council <br />Member Jacobsen noted that per the recent salary survey, non-union positions were about 8% <br />below average and union positions were close. Director Paetznick noted that union contracts are <br />being negotiated in 2018 and non-union positions received a COLA in 2017 and it is in the <br />budget for 2018. <br /> <br />D. Human Rights <br /> <br />Director Paetznick reported that patrol officers attended Department of Justice Fair & Impartial <br />Policing training along with St. Anthony and Roseville Police Departments. <br /> <br />Director Paetznick noted he will be at the Council work session tomorrow to discuss creating a <br />multi-cultural community advisory task force. <br /> <br />Council Liaison <br />A. Council Report – Council Member Paul Jacobsen <br /> <br />Council Member Jacobsen reported the budget levy will be set at the next Council meeting. He <br />noted a 3% budget increase is going towards debt reduction; LGA funds will be moved into <br />streets and the City is slowly pulling out of dependence on LGA money. There is a 3-4% “keep <br />the lights on” budget increase due to more technology and the need for more IT staff. <br /> <br />Council Member Jacobsen noted the Capital Improvement Plan is now forecasting out 10 years <br />which will help to have a firmer financial base. <br /> <br />Council Member Jacobsen reported the city has submitted a purchase agreement to purchase the <br />Korean Church property for 1.9 million. The city has wanted to purchase this property for years. <br />Commissioner Kessler inquired about the former Micom building. Council Member Jacobsen <br />stated this property has been purchased by a company that does indoor storage. <br /> <br />Council Member Jacobsen noted there is one more Comprehensive Plan survey out now until the <br />end of September for any final input. <br /> <br />Council Member Jacobsen noted there will be an election in November for Mayor and two <br />Council seats. <br /> <br />Commissioner Malone inquired how the process works to add needed staff. Council Member <br />Jacobsen stated the Department Heads discuss and decide and prioritize these needs and then <br />forwards their recommendations to Council. Director Paetznick noted the city takes a <br />collaborative approach to budgeting.
