<br /> <br />Public Safety Commission <br />November 13, 2017 <br /> <br />Attending: Commissioner Allen, Commissioner Conway, Commissioner Cook, <br />Commissioner Ghouse, Commissioner Howard, Commissioner Malone, <br />Commissioner Wagner, Director Paetznick, Council Member Jacobsen, <br />and Mr. Dave Matteson (Allina Health) <br /> <br />Absent: Commissioner Boyd, Commissioner Hollimon, and Commissioner Kessler <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Allen called the November meeting to order at 6:30 pm and roll call was taken. <br /> <br />September Meeting Minutes <br /> <br />The September meeting minutes were reviewed. Commissioner Malone made a motion to <br />approve the September meeting minutes; Commissioner Cook seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br />A. Police Body Worn Camera Policy Survey – Director Paetznick <br /> <br />Director Paetznick noted this information was shared at the September 25th Public Safety <br />Department Supervisor meeting and at the September 26 Council Work Session. <br /> <br />Director Paetznick noted that he was fortunate to be able to attend the International Association <br />of Chiefs of Police (IACP) in October 2017 where over 80 law enforcement agencies from <br />Minnesota also attended. Director Paetznick stated he took advantage of attending many of the <br />body worn camera workshops at this conference. This reinforced that we are headed in the right <br />direction and our cost projections are in line. The common theme was “keep it local;” what is <br />the best fit for your agency. <br /> <br />For the Police Body Worn Camera Policy survey, a Survey Monkey was sent to the City email <br />blast list first, it was then put on the City website and on our department Facebook page. We <br />received over 100 responses. <br /> <br />Director Paetznick reviewed the Information Memo on Use of Body Worn Cameras. The model <br />policy group included the League of MN Cities Insurance Trust, MN Counties <br />Intergovernmental Trust, MN Chiefs of Police Association, MN Association of City Attorneys, <br />MN County Attorneys Association, and the police departments of Minneapolis, St. Paul, Cannon <br />Falls, Burnsville, and Columbia Heights. Transparency, reporting, and external oversight <br />requirements were reviewed. Deciding what to record was reviewed; Minnesota is a one-party <br />consent state so we are not required to do a Tennessen warning. <br /> <br />The Commission reviewed the responses to the survey questions and reviewed the comments <br />submitted. <br />
