He reported the traffic that would be generated by the K-8 could <br />be managed by the adjacent roadways. He explained he could contact Bethel and Northwestern to use the space <br />but he believed this would generate far more traffic and cars through the neighborhood. He indicated the bus <br />route through the site was a recommendation from City staff. <br />Chair Nichols-Matkaiti requested the Commission discuss the conditions within the Resolution as this time. <br />She asked if the Commission wanted consider amending Condition #12 regarding the police call formula. <br />Commissioner Danger stated he was struggling with the necessity to go through this process prior to the <br />seminary having a real firm plan in place. He believed it would benefit the applicant to have a tenant in mind <br />prior to making an SUP request to the City. Mr. Beck explained that the schools are requesting the seminary <br />have an SUP in place prior to considering the seminary as a school location. Planning Director Gundlach did <br />not believe it was a problem that a school had not been identified. She explained that the conditions that were <br />written into the Resolution had addressed all potential negative impacts. She reported that if the property were <br />to be developed as homes, this would generate far more traffic than the proposed K-8 school. <br />Mr. Radomski stated he wanted to see the seminary succeed. He asked if the Mounds View School District <br />could occupy this space. Chair Nichols-Matkaiti explained there was nothing within the SUP to preclude this. <br />Chair Nichols-Matkaiti questioned if the tax status on the property would change if a school were to locate <br />within the seminary. Planning Director Gundlach reported the seminary was tax-exempt and a public or charter <br />school would also be tax exempt. <br />Commissioner Jones suggested the term "per student" be added prior to the term provisional within Condition <br />12. The Commission supported this recommendation. <br />Chairperson Nichol s-Matkaiti commented on Condition 9 and suggested the hours of operation be extended to 7 <br />pm and allow for 12 exceptions. <br />Commissioner Fynewever recommended the school be allowed to have 8 exceptions instead of 12. <br />Chairperson Nichols-Matkaiti stated she could support 8 exceptions. <br />Commissioner Frischman stated she was not concerned with the number of exceptions but supported the hours <br />of operation being pushed back to 7 pm. <br />Commissioner Jones agreed that the time had to be changed. He asked if the school would have afterschool <br />childcare provided. Planning Director Gundlach stated the applicant had not made this request. Mr. Beck <br />explained he did not have a time within his original proposal but noted he was now requesting to school be <br />allowed to remain open until 7:00 pm. <br />Commissioner Danger expressed frustration again that the City did not have more information about the <br />potential tenant's future wants and needs. He was of the opinion the sequence of events was out of order and <br />believed this approval process was backwards. Mr. Beck commented he was requesting a K-8 SUP and was <br />requesting some level of flexibility in order to find a tenant. <br />G'7 <br />
