Chairperson Nichols-Matkaiti read Condition #5 in full stating the playground currently has to be in the rear <br />yard of the seminary. <br />Commissioner Frischman wanted to see the language for Condition #5 be drafted in such a manner that some <br />level of flexibility on the playground location would remain in place. Planning Director Gundlach reviewed the <br />options available to the Commission for the language within this condition. She advised the Commission <br />against a motion that requires further discussion. <br />A resident expressed concern with placing the playground close to Stinson Boulevard and feared this would be <br />a safety concern. <br />Further discussion ensued regarding potential locations for the playground on the seminary campus. <br />Commissioner Jones thanked the public for providing their comments this evening and believed the playground <br />should be allowed to locate on one of the three proposed locations. Planning Director Gundlach stated another <br />way to assist in regulating the noise during recess would be to reduce the number of students that could be <br />allowed to use the space at any one time. <br />Chairperson Nichols-Matkaiti supported the playground being located within one of the three proposed <br />locations. <br />Commissioner Fynewever agreed and asked if tree plantings could be required. Planning Director Gundlach <br />stated this language could be added to the condition for approval but noted the trees would have to be closely <br />planted and very tall before any noise reduction would be seen. <br />Commissioner Fynewever stated she was not willing to make this requirement of the applicant. <br />Commissioner Frischman stated if the number of children allowed on the playground were limited this could <br />increase the recess time period. <br />Chairperson Nichols-Matkaiti agreed and feared the plantings could become a safety issue. Planning Director <br />Gundlach commented this concern was raised by staff when the request was first reviewed. She read proposed <br />language for Condition #5 that would allow all three sites to be pursued and should read as follows: The <br />playground may be moved to any of the front yard locations proposed by the residents and depicted on Exhibit <br />A. If the property owner or tenant chooses one of those locations, the location depicted on the site plan shall <br />also be allowed. <br />A resident questioned who would be paying for all of the changes needed on the campus. Mr. Beck reported <br />these expenses would be covered by the tenant. <br />Chairperson Nichol s-Matkaiti questioned if Condition #1 would need to be revised. Planning Director <br />Gundlach suggested this condition be revised to read the applicant would be subject to the site plan as presented <br />or as amended by the 12 conditions. <br />Commissioner Fynewever requested the Commission address Condition #7. She asked if the bus traffic could <br />use the same entrance and exit point. Mr. Beck stated this would not be possible because the entrance was a <br />one-way route. <br />
