Skip Wyland, Pets Remembered, introduced himself to the Commission and thanked them for their
consideration.
Commissioner Jones asked how much business Pets Remembered was currently doing and how this would
change after the expansion. Mr. Wyland stated the expansion included a second machine, which would double
his capacity. He explained he received referrals from local vets and from the University of Minnesota. He
described how the funeral business was cyclical.
Commissioner Fynewever congratulated Mr. Wyland on his businesses growth.
Ed Laumeyer, 230 First Avenue SE, offered his support for the proposed expansion and explained Mr. Wyland
was running a great business in the community.
Motion by Commissioner Frischman, seconded by Commissioner Murphy to close the Public Hearing.
Approved 5-0.
Commissioner Fynewever questioned if Condition 3 should be altered.
Chair Nichols-Matkaiti recommended the language for Condition 3 be amended to read "one -at -a -time per
machine". Planning Director Gundlach explained there was concern in 2011 with this Condition. For this
reason, staff included the "one -at -a -time" condition. She noted staff could make this change prior to this
Resolution going before the City Council.
Commissioner Jones supported this amendment.
Motion by Commissioner Jones, seconded by Commissioner Murphy, to approve staff recommendation
as amended.
Approved 5-0.
Update: New Brighton 2040 Comprehensive Plan:
Planning Director Gundlach stated Phase 2 of the community engagement process began after the City
completed- a critical review of the vision and guiding principles, prepared technical analysis, explored changes
in land use, and established key action steps/strategies. The objective of Phase 2 was to present potential
changes to the comprehensive plan based on Phase 1 input and technical analysis conducted by the consulting
team. A series of ideas, concepts, and alternatives were presented in a way that enabled the stakeholders of New
Brighton to gain ownership in the process and truly embrace the plan as the City's own plan. Topics include
where and how redevelopment might or should occur, strategies for economic development or housing
development, or policies geared toward energy efficiency for example. She reported a representative from
HKGi had a presentation for the Commission.
Brad Scheib, HKGi, provided the Commission with a presentation on the City's 2040 Comprehensive Plan
noting the key items that were being addressed by staff. He reported staff would be circulating a draft copy of
the plan in the next couple of weeks. He anticipated this group would be reviewing the document in January.
He commented on the amount of feedback the City received at Stockyard Days and through Survey Monkey.
He described how the City can work to set the stage for the future in order to provide necessary services for
their residents. The plans and visions for the future were reviewed in detail with the Commission. He provided
further comment on the areas in the City that were proposed for future redevelopment while describing how
retail and office space were changing.
Commissioner Jones requested further information on how the proposed mixed use would work. Mr. Scheib
described how the City would use the mixed use zoning and how this would be implemented going forward.
3
