Project Understanding and approach <br />the hkGi team has developed a work program for this project that builds from our <br />years of experience working in new brighton and other communities facing similar <br />challenges. the work program incorporates the following key assumptions: <br />THIS IS AN UPDATE TO THE CURRENT PLAN <br />the current comprehensive plan was adopted in 2010. the City completed a <br />comprehensive plan amendment of a technical nature in 2008. this project will keep <br />the format of the current comprehensive plan document intact and will include the <br />redline of desired edits, replacement of certain sections that have been updated or <br />altered, and inclusion of new content thread through the exiting chapter structure. <br />the plan update will meet the required elements and process of the land planning <br />act and the metropolitan Council. specifically, the plan will address the land use <br />density and affordable housing goals and key implementation information such as <br />zoning and Cip recommendations. <br />STAff, PLANNING COMMISSION, BOARD/COMMISSION, AND CITY COUNCIL <br />INVOLVEMENT <br />involvement from the staff, appointed officials, and elected officials is imperative <br />to a successful planning process. however, adding another meeting to an already <br />full meeting schedule can be burdensome. our approach will be to have continual <br />and ongoing communications with City staff. some of these interactions have <br />been called out as key tasks in the work program. other interaction with staff will <br />be informal phone and email communications between the Consultant leadership <br />team, consisting of brad scheib and rita trapp, and the staff project manager. <br />it is also expected that City staff, with assistance from the consultant team, will <br />periodically provide updates to various boards and commissions at their regular <br />meetings to keep them apprised of the process and from time to time seek feedback <br />on a particular topic or question. <br />TRANSPORTATION AND WATER RESOURCE SYSTEMS REqUIRE MINIMAL <br />WORK <br />the City’s infrastructure systems will require minimal work, with the exception of <br />issues pertaining to potable water. the City’s transportation system, sanitary sewer, <br />and storm water systems will not require significant changes and can be handled <br />with assistance from the City engineer. barr engineering will be available to assist <br />with issues pertaining to drinking water and the completion of the Dnr worksheet <br />needed as part of the comprehensive plan submittal. <br />AN EMPHASIS ON STRATEGIC ACTIONS AND PRIORITIES (IMPLEMENTATION) <br />traditional comprehensive plans are focused on goals, policies, land use, and <br />system plans. new brighton has a strong comprehensive plan from this perspective <br />that need limited updating. as the community is nearing completion of its first <br />major redevelopment, community planning needs to become more strategic <br />in nature and focused on prioritizing limited financial resources to projects and <br />improvements that provide the most value to the community. value must be looked <br />at both from a short term (capital investment) but also a long term (maintenance, <br />operations, replacement) perspective. a plan with supporting goals, policies, and <br />strategies that takes the long view into consideration while making the short term <br />investments will result in a ‘resilient’ and ‘sustainable’ community. the plan will have <br />a special focus on the mechanisms (the who, the programs, and the tools) and the <br />Phase 1 sUmmary <br />Meetings + Input: <br /> »project kick-off (trip #1) <br /> -City staff kick-off meeting <br /> -site tour with City staff <br /> -steering Committee kick-off <br />meeting <br /> »needs assessment (trip #2) <br /> -stakeholder small Groups #1 <br />(1-3 separate meetings) <br /> -Community meeting #1 <br /> -online Community input <br />(open town hall) <br />Deliverables: <br /> »site analysis/ existing Conditions <br />report <br /> »Community engagement plan <br /> »needs assessment summary <br /> »strategic vision Framework <br />Understanding + aPProaCh <br />City of New BrightoN, MiNNesota 12
