strategies (the how) to bolster the implementation of years of good planning in new <br />brighton. these strategies and actions will also focus on quality of life elements <br />such as neighborhood stabilization, active/healthy living, parks and open space, <br />trail connections, vibrant commercial centers, business retention/expansion, and a <br />strong and resilient economic base. <br />COMMUNITY ENGAGEMENT IS NOT A “ONE AND DONE” BUT OCCURS IN <br />THREE PHASES OVER THE COURSE Of THE PROJECT <br />hkGi staff are professionals with extensive experience in community engagement. <br />however, we feel that the best approaches to community engagement are <br />developed collaboratively with local experts (the clients) who know the community <br />and what works well for new brighton. hkGi can bring a menu of proven approaches <br />and strategies to the table and, working with the city, create a process that is <br />uniquely new brighton. We will begin by preparing a Community engagement <br />plan that will guide the process. the plan will outline stakeholders, approaches, <br />communications, purpose/objective, and desired outcome of each phase of <br />the work. our scope of work and ultimate budget is based on a number of key <br />assumptions. <br />the new brighton Comprehensive plan process will include community engagement <br />in three phases over the course of the project. each of these phases of engagement <br />might vary in terms of level of effort. regardless of the ‘level’ of engagement, we <br />will be sure to begin the process with a robust stakeholder mapping exercise to <br />identify all stakeholders including groups that often do not participate and have <br />been under-represented in the past. We will collaboratively work with staff to map <br />stakeholders and strategize optimal ways to reach out and engage the various <br />groups over the course of the project. a stakeholder engagement plan will be <br />drafted identifying the stakeholder groups and key method of contact. the plan <br />should be reviewed by the Council prior to implementation. additionally, all levels of <br />engagement will satisfy any statutory requirement for public engagement/process. <br />the level of effort we are budgeting for community engagement should be looked <br />as a moderate level of community engagement. <br />PHASE 1 - INfORM AND LISTEN <br />the first engagement task will be a general information announcement that <br />establishes and communicates the study’s purpose and goals, the planning process <br />and methodologies, and the project schedule. the announcement will also provide <br />an opening for interested parties to raise questions, express levels of interest, <br />express issues or concerns, and identify values and priorities. this phase will provide <br />the critical evaluation of the vision and guiding principles to determine if changes <br />are warranted. <br />Key components of Phase 1 will include: <br /> »establishment of a web site to disseminate information and to maintain a <br />database of interested stakeholders. <br /> »Use of online survey specific to the comprehensive plan elements and including <br />targeted questions focused on desired areas of input (i.e. vision/guiding <br />principles, housing, redevelopment, etc.) <br /> »in-person engagement is a necessary and valuable tool. this would be done <br />through one of a number of approaches including a special focused community <br />wide public meeting, a series of focus group meetings (topic based or geography <br />Understanding + aPProaCh <br />Comprehensive plan proposal13
