based), or pop up meetings where information is taken out to 3 or 4 public <br />events/places (i.e. a booth at a community event). <br />PHASE 2 – CONSULT AND COLLABORATE <br />Depending on what role(s) a stakeholder plays in the community (developers, <br />investors, business owners, resident owners, special interest groups, etc.) they will <br />have vastly different levels of interest in the comprehensive plan update. phase 2 <br />of the community engagement process will commence after we have completed <br />a critical review of the vision and guiding principles, prepared technical analysis, <br />explored changes in land use, and established key action steps/strategies. the <br />objective of phase 2 is to present potential changes to the comprehensive plan <br />based on phase 1 input and technical analysis conducted by the consulting team. <br />ideas, concepts, and alternatives will be presented in a way that enables the <br />stakeholders of new brighton to gain ownership in the process and truly embrace <br />the plan as the City’s own plan. topics might include where and how redevelopment <br />might or should occur, strategies for economic development or housing <br />development, or policies geared toward energy efficiency for example. <br />The following represent the components of phase 2: <br /> »Use the web site to disseminate information from phase 1 and as a survey <br />mechanism that allows participants to vote on changes to the vision, guiding <br />principles, strategies, concepts, and ideas generated. <br /> »Coordination of in-person engagement (workshop, open house format, or pop- <br />up event) to present concepts and ideas and to consult and collaborate with the <br />community on strategies, concepts, and ideas. this in-person approach would <br />be designed to engage the community in conversations on how the vision and <br />guiding principles can be put into action. <br />PHASE 3 – REPORT, DISCUSS, AND AGREE <br />this phase of community engagement will include the following key objectives: <br />reporting out the draft plan; providing opportunities to discuss key elements; and <br />seeking consensus on the overall plan direction. the primary objective in this phase <br />of engagement is to reach general consensus on plan directions. recognizing that <br />not every stakeholder or stakeholder group will be 100% satisfied with 100% of the <br />content of the plan, our goal is to get as close to that as possible. <br />The following represent the components of phase 3: <br /> »Use the project web site to post draft materials and employ a simple survey <br />mechanism to gauge public support. <br /> »Conduct up to 4 presentations to various stakeholder groups at their regular <br />meetings (i.e. boards, commissions, social/fraternal clubs and organizations, <br />philanthropic or non-profit groups, business groups, others…). City staff may <br />use the presentation materials to conduct additional presentations. a general <br />comment card/form would be provided and people would be directed to the <br />project web site. <br /> »have one of the presentations recorded and posted online or run on cable tv. <br /> »Conduct public hearing at the planning Commission. <br />City of New BrightoN, MiNNesota 14
