Applicant shall ensure the proposed additions are not located in a manner where existing sewer and <br />water lines are negatively impacted as determined by the City Engineer. <br /> <br />Commissioner Deick asked what the drainage issues were on the west side of the property. Planning Director <br />Gundlach did not anticipate any drainage problems. She stated the only concern was that the applicant had not <br />submitted a drainage plan at this time. <br />Commissioner Danger questioned what the lot coverage would be for this request. Planning Director Gundlach <br />explained the applicant has approximately 40 square feet to spare. <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Deick to close the Public Hearing. <br /> <br />Approved 6-0. <br /> <br />Commissioner McPherson asked if the bonus room setback should be addressed. Planning Director Gundlach <br />stated the conceptual plans met the City’s requirements, but noted all final plans would be reviewed by City <br />staff prior to receiving a building permit. She indicated the Commission could add another condition for <br />approval stating any additions above the existing footprint must meet the 50 foot shoreland setback. <br />Chairperson Nichols-Matkaiti asked if the Commission was interested in adding this condition for approval. <br />Planning Director Gundlach explained that if the applicant were not to meet the 50 foot shoreland setback a <br />variance request would be required. <br /> <br />Motion by Commissioner McPherson, seconded by Commissioner Murphy, to approve staff <br />recommendation. <br /> <br />Approved 6-0. <br /> <br />(B) Consideration of a Special Use Permit to allow replacement of the existing ground sign at the <br />corner of Silver Lake Road and 16th Street NW with a dynamic/electronic reader board sign for <br />property located at 1600 Silver Lake Road. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to allow <br />construction of a ground sign with electronic/dynamic capabilities for Faith Christian Reform Church, located at <br />1600 Silver Lake Road. Section 9-050 (1) and (4) provides for regulations governing institutional signs erected <br />in a residentially-zoned district. Specifically, Section 9-050 (4) states that signs with electronic and/or dynamic <br />capabilities obtain a Special Use Permit. <br /> <br />Planning Director Gundlach commented the applicant is proposing to remove the existing single message <br />ground sign and replace it with an electronic sign capable of displaying multiple messages. The applicant has <br />stated that the electronic sign will provide the congregation and the public more information about the church <br />and events. The size new sign will be 7’x 9.9’ (including the base). The existing base of the sign will be reused <br />(brick) with the electronic board measuring 3’x 7’ replacing the existing static message cabinet. Staff <br />recommends approval as submitted subject to compliance with Zoning Code Section 9-050(4), which states the <br />following conditions: <br /> <br />1. An institutional ground sign shall not exceed 32 sq. ft. in area, not exceed 10 feet in height and shall be <br />placed not less than 10 feet from any street right-of-way. <br />2. Message changes may not occur any more frequent than once per 8 seconds. Excluded from this <br />standard are time, temperature and fuel price signs.
