Luminance levels must comply with the following: 5,000 nits – 7,000 nits in the daytime hours and not <br />more than 500 nits in the nighttime hours. <br />5. The sign manufacturer must submit certification at the time of Sign Permit issuance that the sign has the <br />mechanical capabilities to control luminance at the levels noted in C above. In no instance shall the sign <br />have the mechanical capabilities to exceed 7,000 nits. <br /> <br />Commissioner Deick asked if signs could scroll rather than flash. Planning Director Gundlach reported signs in <br />New Brighton had to be static for eight seconds prior to changing to another message. <br />Commissioner Danger questioned if the City had hours of operation for dynamic signs. Planning Director <br />Gundlach explained the City did not have hours of operation but rather required dynamic signs lumins to be <br />reduced in the evening hours. <br />Henry Graines, 1523 17th Avenue NW, stated he was a member of Faith Christian Church.
