ProjeCt exPerienCe <br />< For full cutsheet, align sidebar to this guide <br />Community Planning <br />Inver Grove Heights, Minnesota <br />For nearly two decades hkGi has provided inver Grove heights with a wide variety of <br />planning services. besides the projects highlighted below, hkGi has also conducted <br />additional land use, redevelopment, park and trail planning; zoning ordinance <br />review and writing; grant writing; and development services. <br />hkGi conducted a comprehensive plan update for the City in 1999 and then again <br />in 2007. these two plans have helped the City adapt and prepare for demographic <br />changes and growth within the community. an innovative land use management <br />tool developed by hkGi allows City planners to update development projections <br />and measure potential impacts in real time. this tool has proven to be extremely <br />successful and hkGi has used it on subsequent land use planning projects in other <br />communities. <br />hkGi’s work in the northwest Quadrant, including land use planning and zoning <br />ordinance writing, set the stage for sustainable development and water quality <br />protection in a geologically sensitive part of the City. hkGi’s work helped garner an <br />engineering excellence award for the engineering and planning conducted for the <br />northwest area. <br />For the Concord boulevard neighborhood hkGi created a redevelopment master <br />plan. one-on-one meetings and group meetings with key stakeholders helped <br />inform the master plan and a phasing strategy to implement redevelopment <br />initiatives. the plan was completed and adopted in 2012. <br />Planning Context <br />Planned Land Use Map, 2007 Comprehensive Plan Detail from the Concord Boulevard Neighborhood Master Plan <br />american Council of engineering <br />Companies of minnesota <br />2015 engineering excellence Grand <br />award - Designing a City for Zero <br />Discharge <br />Concept 1 - Illustrative Plan <br />66th & ConcordčĊĎĘĘĎĘĘĎĕĕĎĎěĊė<br />ĆęĊĜĆĞProbably the most notable area of change presented in the master plan is the area east of the Railroad tracks between 65th Street and 66th Street. This site is currently envisioned as part of the future Heritage Village Park. The site is currently used by a waste hauler and implementation ‘ˆ–Їƒ”ƒ•–‡”Plan would require acquisition of this parcel. The Park master plan envisions a highly programed entrance and park focal point on this site. This plan suggests a different direction. One that seeks to introduce housing, retail and services with an orientation that provides ƒ‰ƒ–‡™ƒ›–‘–Ї‹••‹••‹’’‹River along 66th. By shifting the programmed elements of Heritage Village Park to the north, redevelopment of this site could also orient onto the park creating an active multi-use frontage on the park. The envisioned land uses include limited retail and service commercial, higher density housing in a 3 or 4 story structure transitioning to lower density townhomes or rowhouses as you move toward the river. The illustrative concept keeps development out of the 100 ›‡ƒ”ϐŽ‘‘†’Žƒ‹Ǥ —–—”‡”ƒ‹Ž”‘ƒ†improvements would also need to be investigated to explore quite zone improvements to further make the site attractive for residential uses.
