<br /> <br />2 <br /> <br />and the three-story Spencer Library. The McMillan building is 17,800 SF and would be used for classroom <br />space. The Spencer building is 28,800 SF but only the lower two floors would be renovated for use as a <br />gymnasium and lunchroom. Beyond renovating building space, an outdoor play area would be constructed <br />outside the northeast corner of the McMillan Center, inside the existing pathway. It is anticipated the use would <br />generate no more than 30 trips at morning drop-off and 30 more trips at afternoon pick-up (50% busses, 50% <br />vehicles). Bus traffic would enter the site from 5th Street NW and leave from Stinson Boulevard. Based on <br />schools of this size, limited (or no) after-school activities or weekend activities would be conducted on the site. <br /> <br />Planning Director Gundlach stated the request as originally scheduled for the March 21st Planning Commission <br />meeting. The applicant elected to post-pone consideration to April, allowing the seminary time to meet with the <br />neighbors to address questions and concerns. That meeting occurred on April 5th. Staff attended this meeting <br />and estimates approximately 30 residents attended, both from New Brighton and Columbia Heights. Staff <br />reviewed the request in further detail and recommends approval of the SUP, subject to the following conditions: <br /> <br />1. Use of the property for the special use shall be consistent with the submitted Site Plan and conceptual <br />floor plans. <br />2. The maximum number of students allowed shall not exceed 300. <br />3. The school shall be limited to grades kindergarten thru eighth grade. <br />4. Only the McMillan Center and Spencer Library shall be utilized for the proposed school, as outlined in <br />the applicant’s narrative. <br />5. The playground area is limited to the area depicted on the submitted site plan and shall not extend north <br />or east past the existing trail. <br />6. No more than 150 students shall be allowed to utilize the playground space at a given time to minimize <br />noise impacts to neighbors. <br />7. Bus traffic to and from the site shall be limited to the route depicted on the submitted Site Plan, with <br />buses entering from 5th Street NW and exiting to Stinson Boulevard. <br />8. Bus and vehicle trips delivering children to the school and picking them up from school shall be limited <br />to 40 in the morning and 40 in the afternoon. <br />9. School activities (hours of operation) shall be limited to Monday thru Friday from 7 am to 5 pm. Up to <br />five exceptions to these hours shall be permitted per school year for special events, except that special <br />events shall limit outdoor activities as follows: <br /> a. Monday thru Friday: No outdoor activities past 8 pm <br /> b. Saturday: No outdoor activities past 3 pm <br /> c. Sunday: No outdoor activities allowed <br /> Any use of the playground by non-school-affiliated users would not be subject to these hours. <br />10. Permits shall be pulled for all building improvements and all building and fire code standards shall be <br />followed. <br />11. When provisional calls for service as outlined in {City Code Section 13-161 (1) A Sub division 1, 2,3, <br />4} to the property for the periods of January 1-June 30 or July 1-December 31 are greater than the <br />provisional calls for service to Bel Air Elementary School, Sunnyside Elementary School, and Highview <br />Middle School added together and divided by three, the property owner and/or occupant shall be <br />required to submit to the Public Safety Department a mitigation plan outlining the steps which will be <br />taken to reduce the number of provisional calls for service. The mitigation plan must be reviewed and <br />approved by the Public Safety Director or their designee. <br />12. Use of an outdoor sounds system, such as bells, is prohibited. <br /> <br />Commissioner Danger asked if the Public Safety Department supported the requested K-8 school and if they <br />were proposing to have a School Resource Officer for this school.
