storage out of the 50’ required Shoreland setback and install additional landscaping in the eastern <br />yard area to provide screening. <br /> <br />Required # of Parking Stalls <br />Zoning Code Section 11-030 (1) states that only 90% of the gross floor area shall be used in <br />calculating the off-street parking requirement. Section 11-030 (3) requires off-street parking for <br />office uses at a ratio of 1 stall per 200 SF. Thus, the following amount of off-street parking stalls <br />shall be required: <br /> <br />3,180 SF – 10% = 2,862 SF / 200 SF = 14 stalls <br /> <br />The applicant proposes installing five new bituminous parking stalls. Additionally, based on the <br />parking layout of the site, at least 100 additional parking stalls could be accommodated if not <br />being used for the storage of trailers. Staff finds the site to be adequately parked. <br /> <br />Landscaping <br />The landscaping required per Resolution 16-077 will remain. While the building has decreased <br />in size, it was already small enough whereby the site perimeter is what determined the amount of <br />landscaping to be installed. <br /> <br />Performance Standards <br />The only applicable performance standards impacted by the revised Site Plan is the exterior <br />materials standard. The below excerpt from the original Site Plan review remains applicable and <br />the applicant must add a brick, stone, or decorative block element to the front façade of the <br />proposed building. <br /> <br />From the original Site Plan analysis: Section 6-390 (12) states the exterior treatment on the street <br />side of the structure shall be brick, stone, tilt-up slabs, architectural metal panels, decorative <br />block, or the equivalent. The other sides of the structure shall not be raw block. The proposed <br />modular building consists of siding, metal doors and window frames, vinyl windows, a steel roof <br />and metal skirting. The street side of the proposed structure does not meet these minimum <br />standards. Staff suggests the applicant work with the manufacturer to add brick, stone, or a <br />decorative block to the north side of the structure. While the structure is likely not readily <br />viewable from the roadway, amendments to the exterior finishes are necessary to meet the intent <br />of this standard. <br /> <br />Shoreland Impacts <br />No changes to Shoreland impacts are proposed. The Commission has requested per the 2016 <br />approval that a sign be erected at the 50’ shoreland setback to ensure, over time, trailer storage <br />does not encroach into the setback area. This remains a condition of approval. <br /> <br />Public Safety Comments <br />Public Safety provided comments, which are contained in the attached interoffice memorandum <br />dated 7/6/2017. This has been made a condition of approval. <br /> <br />Public Works/Engineering Comments <br />The comments contained in the interoffice memorandum from the City Engineer, attached to the <br />8/11/2016 Planning Report, remain valid and must be incorporated into the final plans. <br />
