Whether or not those <br />nonconformities are allowed to remain is discussed within the Nonconforming Use Permit <br />Analysis section of this report. However, the new bituminous parking area just north of the <br />proposed office building meets all required setbacks. <br /> <br />Required # of Parking Stalls <br />Zoning Code Section 11-030 (1) states that only 90% of the gross floor area shall be used in <br />calculating the off-street parking requirement. Section 11-030 (3) requires off-street parking for <br />office uses at a ratio of 1 stall per 200 SF. Thus, the following amount of off-street parking stalls <br />shall be required: <br /> <br />3,360 SF – 10% = 3,024 SF / 200 SF = 15 stalls <br /> <br />The applicant proposes installing five new bituminous parking stalls. Additionally, based on the <br />parking layout of the site, at least 100 additional parking stalls could be accommodated if not <br />being used for the storage of trailers. Staff finds the site to be adequately parked. <br /> <br />Landscaping <br />Zoning Code Section 8-010 (2) specifies landscaping requires for “New Developments” and <br />“Expansions”. Staff would consider the proposal to best be regulated as a new development <br />being the expansion standards assume existing building floor area. This requires the following <br />landscaping requirements: <br /> 30 canopy trees, 50/50 deciduous/coniferous, no more than 30% single species, can <br />substitute up to 8 canopy trees for 16 ornamental trees if desired (not required). This <br />number includes credits for up to 5 existing trees that will be preserved. <br /> 66 shrubs <br /> <br />The proposed landscape plan (included on Sheet A2.0) depicts 15 shrubs. The Certificate of <br />Survey illustrates at least 5 existing trees in the front yard, which will remain. The applicant will <br />have to submit a revised landscape plan incorporating 30 canopy trees and 51 additional shrubs <br />in order to meet the minimum landscaping standards. Staff suggests these materials be installed
