interoffice <br />MEMORANDUM <br /> <br /> <br /> <br /> <br />to: Janice Gundlach, Assistant Director of Community Assets and Development/City Planner <br />from: Craig Schlichting, Director of Community Assets and Development <br />subject: Big Blue Box <br />date: August 12, 2016 <br /> <br />The Engineering Department has reviewed the site plan and preliminary grading & utility plans for <br />Northeast Bank and we offer the following comments: <br /> <br />Streets-Parking Lot <br /> <br />1. Based on the proximity of the service connection points, the curb and gutter for 1st Street will likely be <br />impacted. The plans should include a new concrete entrance apron to the site, with a concrete gutter <br />swale on 1st. <br /> <br />2. The current entrance does not have a transition curb radius from 1st into the site. With this curb likely <br />being impacted with utility construction, now is the time to rectify this site issue. <br /> <br />3. An easement should be added to the plan covering the 100-year HWL, the easement should include <br />language for drainage, utility and trail purposes. <br /> <br /> <br />Storm Sewer-Grading <br /> <br />1. All storm sewer utilities within the site are to be considered private and are the responsibility of the <br />property owners for construction and maintenance. <br /> <br />2. A permit may be required from the Rice Creek Watershed District, and it is the responsibility of the <br />owner to obtain if necessary prior to construction. <br /> <br />3. If the RCWD permit is required the site ultimately drains to Jones Lake. Check the current list of <br />impaired waters for Pike Lake for any site specific BMP’s. <br /> <br />4. Provide a detail of the curb cut leading to 1st Street SW. <br /> <br />5. Soil borings conducted for structural design should be forwarded to my attention. <br /> <br />6. The design should include energy dissipating devices near the termination point of the grass swales <br />to prevent impacts to the embankment leading to Jones Lake. <br /> <br />
