5

Ms. Dorn stated she did not want her street to become a business street, but rather wanted to see it remain
residential.

Bruce Johnson, 329 Cleveland Avenue, explained this site was put on the market in 2007 when the housing
market was terrible and the price could have been too high. He understood Provident Home Health Care was
doing good work in the community, but encouraged this business to pursue a commercial location.

Commissioner Fynewever stated she has driven by this location on several different occasions and understood
Cleveland Avenue was a busy roadway. She requested further information from the applicant on their property
search. Ms. Erickson indicated she began her search over a year ago and after committing to the purchase the
site she quit searching. She described the growth potential for her business and noted most of her clients were
terminal.

Commissioner Fynewever questioned if the residential home would remain residential. Ms. Erickson stated this
was the case.

Commissioner Fynewever thanked Councilmember Strub for taking the traffic concerns expressed this evening
to the Public Safety Commission.

Motion by Commissioner Danger, seconded by Commissioner Murphy to close the Public Hearing.

Approved 6-0.

Commissioner Danger stated he understood the traffic concerns as he lived one-half block off of Long Lake
Road. He commented it was hard for him understand how an additional 20 people would have such an impact
on Cleveland Avenue. He explained the north metro was continuing to grow and the City would have to deal
with it the best it could. He encouraged the residents in attendance to attend an upcoming Public Safety
Commission meeting to voice their concerns regarding the volume and speed of traffic along Cleveland
Avenue.

Commissioner Miwa empathized with the homeowners in attendance and understood they purchased a home
that was zoned R-1 in a residential neighborhood. At this time, the City was considering rezoning a tract of
land. She stated she was struggling with the fact that there were no justifiable reasons not to move forward with
the proposed rezoning as it was well thought out and met all City standards. For that reason, she was prepared
to offer her support to the request.

Chair Nichols-Matkaiti added that for the past eight years there have been no other development opportunities
for this property.

Motion by Commissioner Frischman, seconded by Commissioner Murphy, to approve staff
recommendation.

Approved 6-0.

Planning Director Gundlach clarified for the record that the petition should be recorded for Item 6A on the
agenda and not 6B.
