PLANNING REPORT <br /> <br />DATE: December 19, 2017 <br />CASE: PSCI17-0003 <br />SUBJECT: Special Use Permit to allow an indoor fitness use in an I-1, Light <br />Industrial zoning district <br />APPLICANT: John Maravelas on behalf of Fit 4 Life <br /> <br />REQUEST & BACKGROUND <br />The applicant is requesting a Special Use Permit to allow operation of an indoor fitness facility at <br />1775 Old Highway 8 NW, Suite 111. This property is zoned I-1, Light Industrial and indoor <br />fitness facilities are not listed as permitted uses in this district. Zoning Code Section 6-050 (2) <br />allows consideration of a Special Use Permit for uses not otherwise allowed, except residential, <br />and as long as the use is not considered heavy industrial. Staff finds the applicants proposed use <br />of an indoor fitness facility is an allowable special use request. <br /> <br />This existing space at 1775 Old Highway 8 NW, Suite 111 is currently being occupied by TUV <br />SUD America Inc., who has constructed a building in New Brighton Exchange and will be <br />relocating business to that building very soon. In order to move into this existing space, the <br />applicant will install several walls to insulate workout spaces from other uses in the building and <br />utilize existing spaces for office, a break room, trainer work spaces, individual consultation and <br />nutrition appointments, and bathrooms. The applicant will create a “main workout space” and a <br />“personal training and yoga space” as illustrated on the attached floor plan. <br /> <br />Fit 4 Life has been in operation for five years. The existing location is in Circle Pines, also in a <br />space currently located in a light industrial zoning district.
