Task 3: Development of Plans and Specifications <br />Plans and specifications will be developed for the project during the summer of 2017. The plans will <br />delineate the order of construction, the materials to be used, and the expected function of the system. <br />The specifications will detail the manner in which the contractor shall connect the irrigation system to <br />stormwater and will mandate a backflow preventer to ensure there is no contamination between <br />stormwater and drinking water. The plans and specifications will ensure the project is built as intended <br />and is well‐functioning. <br /> <br />Task 4: Permitting <br />While the project will not require a permit from the Rice Creek Watershed District (RCWD), the City and <br />RCWD will collaborate on the water reuse project. Because RCWD is the grantee for the funding <br />provided by the Metropolitan Council, collaboration will be essential to the success of the project. <br /> <br />Task 5: Bidding and Construction <br />An advertisement for bids will be published in The New Brighton Bulletin, in September 2017. Bids will <br />be opened and read aloud at the New Brighton City Hall in September. The contract will be awarded by <br />the City Council in October and construction shall begin in the fall of 2017 or spring of 2018. The City of <br />New Brighton will ensure that the system is built according to the specifications and operates as <br />intended. The project will be substantially completed by May 31, 2018 with the final completion in June <br />2018. <br /> <br />Task 6: Monitoring <br />The City will monitor the volume of water pumped annually through the reuse system, for system <br />analysis/optimization.
