2 <br /> <br />B. Dog Park <br />Assistant Director Jason Hicks gave a presentation on Potential Dog Park <br />sites in New Brighton. The positive and challenge aspects of each site were <br />mentioned. Commissioners discussed aspects of each site. <br />Creekview , there is street traffic, only on-street parking, sledding and popular <br />area in winter. It doesn’t have natural fit. <br />Hansen: A Commissioner thought the area just north of the building north of <br />the pleasure rink where there is a stand of trees and by the creek, could be a <br />site. There are a lot of downed trees currently in that area , it may need to be <br />cleared out. It is in the center of park, could be fenced in, there is parking and <br />there would be access to water, playground close. Parks Superintendent <br />Chris Wolla commented that having a fenced in area, enough parking and will <br />it coordinate with all the other activities scheduled in the park. Ramsey <br />County suggested dog parks have a large site that can be cut in half and use <br />one have one year and the other half the following year, to give turf area time <br />to regrow. Commissioner felt a wood chip area would be easier to maintain, <br />rather than try to maintain turf. Another Commissioner felt the pleasure rink <br />area could be used in the summer and then used for skating and use the <br />other area in the winter. Another Commissioner suggested taking out the east <br />hockey rink and the area directly east of the rink on the hill in the wooded <br />area. Some felt Hansen had some potential. Another Commissioner had also <br />felt the area north of the playground had potential. Commissioner Fields felt <br />he did not want to use a hockey rink area; he preferred to have something <br />that could be used year round. <br />Hidden Oaks: there is limited space. <br />Jones Lake: access not available – Council member Burg felt the City did <br />own more than what is shown on the map, but it was purchased for storm <br />water mitigation. You could check further into that issue. It is also a busy <br />business area. We would have to spend money for parking. Could there be a <br />gravel parking area? If there was a narrow driveway west of the water tower, <br />the parking area could be north of the water tower. Someone commented that <br />it would probably need to be ADA compliant. This area has potential, but we <br />need to get more information. We would have to move the fence over to get <br />access past the water tower. We would also need to create off -street parking. <br />Long Lake Regional Park: They are in their master planning process. They <br />are willing to listen to us, put at this stage are not willing to promise anything. <br />They will have a draft this summer and final recommendation this fall. They <br />are currently soliciting input from the community. <br />New Brighton Exchange: A commissioner felt we would want to stay away <br />from this area since it is a signature area. Enough access concerns. <br />Old Highway 8: too dangerous. There may be need for a cross walk and <br />possible traffic light installed. Rush hour there is very busy. <br />Outdoor rinks: Hansen, Freedom, Sunny Square. A commissioner felt he <br />did not want an area that could be used only part of the year. If it is only <br />seasonal, it could create a lot of issues. Need more space. This would be last <br />choice. <br />Public Works: traffic and equipment in there may create issues for <br />maintenance workers. It is a beautiful field. It seems easy to fence. The cul- <br />de-sac area is used when they do street sealcoating and they pile blue chip <br />material there. Other than that, it has not been used for parking equipment.
