<br />MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting – March 1, 2017 <br />7:30 a.m. <br /> <br />Members/Liaisons Present: Chair Paul Zisla, Commissioners Bob Benke, Monica Garcia-Perez <br />(arrived at 7:41 a.m.), Mike Murlowski, and Graeme Allen <br /> <br />Members/Liaisons Absent: Commissioner Kevin Peck and Harry Carter <br /> <br />Staff Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning <br />Director, and Craig Schlichting-Director of Community Assets & Development <br />Also Present: <br />Call to Order <br />Chairperson Zisla called the meeting to order at 7:30 a.m. <br /> <br />Approval of Agenda <br />Motion by Commissioner Benke, seconded by Commissioner Murlowski to approve the agenda as <br />presented. <br /> <br />Approved 4-0 <br /> <br />Approval of Minutes <br />Motion by Commissioner Allen, seconded by Commissioner Murlowski to approve the minutes from the <br />February 1, 2017 meeting. <br /> <br />Approved 4-0 <br /> <br />Report from Council Liaison <br />None <br /> <br />Consider Draft Term Sheet for Development Proposal on Block D in New Brighton Exchange <br />Dan Mueller, Ryan Companies, introduced himself to the EDC and stated he worked with the City on <br />the CSI project. He discussed a potential new project for Block D within the New Brighton Exchange. <br /> <br />Gundlach discussed the highlights of the proposal for Block D. She then reviewed the draft terms for <br />the project with TUV SUD. She explained the land would be sold to TUV SUD for $2.75 per square <br />foot which was substantially lower than any of the other land that has been sold within NBE. She <br />reported the reduced price was being offered to spur development and noted the market was slow at this <br />time. She indicated the land proceeds would be used to assist with environmental expenses, which was <br />done with CSI. <br /> <br />Gundlach estimated the land would be purchased on or before June 30th, with construction beginning <br />August 1st in hopes of the space being occupied by April 1st of 2018. She discussed how the TUV SUD <br />proposal compared to the projections staff had for Block D. It was noted the City would hold TUV SUD <br />to $100 per square foot on construction costs. She explained staff was seeking a recommendation from <br />the EDC and would like to move this item onto the City Council on March 14th. <br /> <br />Chair Zisla questioned how the City’s projections would be impacted by having a smaller building on <br />Block D. Gundlach explained the City was in a good position and staff believed the district could
