She understood the City could wait for something bigger, but the <br />City did not know how long they would be waiting. <br /> <br />Mr. Mueller believed the proposed project was a great building that was an industrial space with office <br />and testing space. He explained TUV SUD would be having a large number of high paying jobs at this <br />new facility. <br /> <br />Gundlach stated another positive of the proposed development was that the site would have room for <br />expansion space. <br /> <br />Commissioner Murlowski asked what type of environmental issues Block D had. Gundlach stated the <br />soil has never had any environmental issues. However, there were issues with the proximity to the <br />dump and gas migration. She explained a ventilation system would have to be constructed on this site. <br /> <br />Mr. Mueller reported he had internal resources at Ryan that would be able to assist with the <br />environmental work. He understood the MPCA was getting tougher on this issue. <br /> <br />Commissioner Allen inquired if the land proceeds would be able to cover the expense for the <br />environmental work. Gundlach stated there would be more than enough in the land proceeds to cover <br />this expense. <br /> <br />Further discussion ensued regarding the required venting system. <br /> <br />Commissioner Benke asked what type of testing TUV SUD conducted. Mr. Mueller described the type <br />of wave, sound and stress testing TUV SUD completed. <br /> <br />Commissioner Benke understood this development was smaller than anticipated but was pleased the site <br />had room for expansion. However, he feared how the property would be repurposed if TUV SUD were <br />to move out of New Brighton. Mr. Mueller discussed the investment TUV SUD would be making in <br />their new building. He believed it was highly unlikely they would up and move. He anticipated if TUV <br />SUD needed more space they would keep this facility and build another one. <br /> <br />Commissioner Benke questioned if TUV SUD would be able to find properly trained individuals in the <br />metro area to work at their new facility. Gundlach explained TUV SUD currently employees 44 and <br />anticipated all of these employees would be moving to the new facility. She stated she could ask TUV <br />SUD to provide the City with supplemental information regarding their employees. <br /> <br />Chair Zisla asked if TUV SUD’s current space could be reabsorbed. Mr. Mueller anticipated that this <br />space would be quickly re-leased which would mean the City would have a net gain in jobs within the <br />community. Gundlach discussed the importance of business retention. <br /> <br />Commissioner Murlowski believed the pros for this proposal far outweighed the cons. <br /> <br />Chair Zisla questioned if the proposed land price would impact the APi deal. Gundlach explained the <br />negotiations for each project within NBE was unique. <br /> <br />Motion by Commissioner Benke, seconded by Commissioner Allen to recommend the City Council <br />move forward with the Block D proposal with TUV SUD as outlined in the staff report. <br /> <br />Approved 5-0 <br />
