<br />RESOLUTION NO. <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />A RESOLUTION ACCEPTING THE ECONOMIC DEVELOPMENT COMMISSION’S RECOMMENDATION <br />REGARDING HOUSING AS AN ECONOMIC DEVELOPMENT STRATEGIC PRIORITY. <br /> <br /> WHEREAS, the Economic Development Commission presented several Economic <br />Development topics to the City Council as the joint Economic Development Commission/City <br />Council meeting on March 18, 2015, and <br /> <br /> WHEREAS, those topics included Business Retention and Expansion, Physical <br />Redevelopment, Housing, and Place Making (Sense of Place) as described in the March 18, 2015 <br />EDC meeting materials, and <br /> <br /> WHEREAS, the City Council provided the Economic Development Commission the <br />freedom to examine these topics more thoroughly and forward recommendation to the Council at <br />the appropriate time, and <br /> <br /> WHEREAS, the City Council at the January 9, 2016 Teambuilding Retreat directed the <br />Economic Development Commission to incorporate the four Economic Development topics of <br />Business Retention & Expansion, Physical Redevelopment, Housing Programs, and Place Making <br />(Sense of Place) into the Economic Development Strategic Priority, and <br /> <br /> WHEREAS, the Economic Development Commission discussed the Housing Programs <br />topic at their meetings held on April 5, 2017 and August 7, 2017, and <br /> <br /> WHEREAS, the Economic Development Commission determined that there are a wide <br />variety of housing improvement loans currently available to New Brighton residents and there is <br />no information to suggest the City should develop a new program to fill a need that isn’t currently <br />being filled, and <br /> <br /> WHEREAS, the Economic Development Commission determined existing loan programs <br />provided by Minnesota Housing Finance Agency (MHFA), Center for Energy & the Environment <br />(CEE), and Ramsey County are sufficient to assist New Brighton homeowners and the City should <br />continue to promote and market access to these programs, and <br /> <br /> WHEREAS, existing efforts City-wide regarding compliance with Nuisance, Housing, and <br />Crime-Free Multi-Family Housing Ordinances are working to ensure conditions do not deteriorate <br />and these programs should continue, and <br /> <br /> WHEREAS, the City’s existing Business Subsidy policy, use of TIF and Tax Abatement, <br />and participation in Metropolitan Council’s Livable Communities Program have, and can continue <br />to effectively provide subsidy for redevelopment project aimed at addressing housing needs and <br />affordability locally through public/private partnerships, and
