Consideration Authorizing Staff to Purchase Five Outdoor Warning Siren <br />Control Boxes. <br />Motion by Councilrnember Jacobsen, seconded by Councilmember Allen to Purchase five Siren <br />Controller Upgrade Boxes from Federal Signal to make sirens #23, #24, #25, #26, and #27 <br />compliant with the Ramsey County Outdoor Warning System. <br />City Manager Lotter indicated Deputy Director of Public Safety Hamdorf would be presenting this item to the <br />Council. <br />Deputy Director ofPublic Safety Hamdorf explained Ramsey County previously advised all <br />municipalities that effective April 30, 2018, it will no longer support activation of outdoor <br />warning sirens with the current equipment. New Brighton is required to upgrade the local <br />communications technology so that our outdoor warning sirens can be activated by the <br />Emergency Communications Center. The new control boxes can support polygon warning that <br />allows sirens to be activated only in areas affected by a tornado warning. Additionally, the <br />enhanced system will have redundant transmission towers. The vendor recommends removal <br />of sirens #28 (1951 Old Highway 8 NW) and #29 (1st Street SE & 2nd Avenue SE) that are very <br />low-power sirens which do not provide significant warning, nor do they have battery back-up. <br />An acoustic analysis shows that these areas would continue to receive outdoor warning levels <br />consistent with FEMA recommendations through adjacent outdoor warning sirens which have <br />an approximate warning radius of approximately 5,700-6,500 feet. <br />Councilmember Jacobsen requested further information regarding the Arden Hills and <br />Roseville systems. Deputy Director of Public Safety Hamdorf reported the Roseville and Arden Hills <br />sirens would be upgraded to the polygon system as well. He explained there was a County -wide effort to <br />enhance the outdoor warning system. <br />Mayor Johnson asked if the new sound walls proposed along 135W would impact the sirens. Deputy <br />Director of Public Safety Hamdorf commented the sirens were mounted quite high and the sound walls <br />should not impact the warning system. <br />Councilmember Allen stated he was pleased the system would have a battery backup in case of a power <br />6.
