<br /> <br />4 <br /> <br />Commissioner McQuillan asked what the length of the wall would be on the west end. Mr. Carpenter <br />stated the wall was close to 11 feet from the building on the west side. <br />Commissioner McQuillan inquired if this distance could be reduced. Mr. Carpenter explained that if <br />this distance were reduced the impact of the garden area would also be diminished. <br />Chair Nichols-Matkaiti requested further information regarding the stormwater ponding. Mr. <br />Carpenter discussed the flow and location of the stormwater ponds for the site. <br />Commissioner Biedenfeld asked how the false walls would be impacted by wind and snow. He stated <br />he feared how snow would drift around these walls in the winter months. Mr. Carpenter commented <br />a solid wall may be more of a concern than the proposed wall, which would mean drifting would be <br />less of a concern. <br />Commissioner Frush requested further information regarding the crosswalk and pedestrian linkages for <br />this project. City Planner Gozola discussed City Code and noted existing sidewalk facilities were <br />already in place on Palmer Drive so no additional requests were being made from the City. He stated <br />staff preferred pedestrians to cross at stoplights and therefore was not requesting a crosswalk. <br />Chair Nichols-Matkaiti commented on the exterior building materials and asked if the proposed <br />materials satisfied the City’s requirements. City Planner Gozola explained staff had researched the City <br />Code for its building material and exterior requirements. He stated he learned more about the City’s <br />residential, multi-family housing, mixed use (MX and MXG) and NBE requirements, but could not find <br />any specific requirements for the B-3 zoning district. He commented further on the Palmer Overlay <br />District requirements. He explained the decision would be subjective and staff would leave this up to <br />the Planning Commission. <br />Chair Nichols-Matkaiti opened the Public Hearing at 7:45 p.m. <br />Joshua Jacat, 1237 10th St NW, #103, stated New Brighton has a lot of spaces and homes that were <br />very conforming which did not make the City very interesting. He indicated he was excited about this <br />building and the visual interest it would provide to the community and to the dental patients visiting <br />this space. He encouraged the Commission to support the request as it would bring in a visually unique <br />building into the City of New Brighton. <br />Laura Miller, 1215 Brighton Square, stated her initial concern was with the lighting from the new <br />building coming over onto her property. In addition, she expressed concern with the look of the <br />building and encouraged the Commission to consider the architectural harmony of the area. <br />City Planner Gozola commented on the proposed lighting plan and noted all City Code requirements <br />were being met. He reported if there was an issue in the future, the applicant would have to address <br />the concern. <br />Mr. Carpenter described the shields that would be installed on the exterior lights in order to minimize <br />the light that would spill from the site. He noted more interest would be drawn to the south and the <br />west which was away from the residential homes. <br />Chair Nichols-Matkaiti closed the Public Hearing at 7:57 p.m. <br />Chair Nichols-Matkaiti asked for comments from the Commission on the proposed building <br />architecture. <br />
