<br /> <br />3 <br /> <br />CONDITIONS FOR APPROVAL: <br />1. Construction shall be consistent with all plans approved as part of this special use permit and <br />site plan review except as required to be updated by City Staff to conform to conditions of <br />approval. <br />2. All changes requested by the City Engineer in the review memo dated 8/7/18 shall be <br />implemented on the final plans prior to permits being issued. <br />3. All changes requested by Public Safety in the review memo dated 8/9/18 shall be <br />implemented on the final plans prior to permits being issued. <br />4. Easements for drainage and utility purposes shall be dedicated as needed per the direction of <br />the City Engineer. <br />5. Prior to recording the subdivision, the applicant shall provide sufficient <br />evidence/documentation to the City Attorney regarding the following: <br />a. That no further parties (beyond the applicants) have an interest in the land; and <br />b. Easement agreements with adjacent properties (regarding ingress/egress, shared parking, <br />etc) are properly prepared and executed. <br />6. Reference monuments shall be placed in the ground following completion of the subdivision <br />as required by state law. <br />7. The applicant is encouraged to install additional screening measures to limit/eliminate light <br />spill over to the north, and the applicant shall be required to correct any lighting problems <br />that are identified following construction. <br />8. The proposed mid-street crosswalk shall be removed from the plans. <br />Commissioner Frischman questioned the purpose of the false wall. City Planner Gozola deferred this <br />question to the applicant. Brian Carpenter, Alchemy Architects, explained the idea was to create an <br />inner building and outer building with landscaping between the two. He described how this area <br />between would become a special landscaped area. He noted the wall would be made from a <br />diaphanous material that could be lit both during the day and night for different effects. He reported <br />the proposed building location was done to push the building further away from the adjacent <br />residential neighborhood. <br />Commissioner Frischman asked if passing traffic would be able to see inside the special landscaped <br />area. Mr. Carpenter stated this would be visible for passers-by. He provided further comment on the <br />energy efficiency benefits the insulated panels would offer the building. <br />Commissioner Frischman inquired how the proposed building would fit or flow with the buildings <br />across the street. Mr. Carpenter commented he was excited by visual diversity within communities. <br />He stated he did not see uniformity as a great thing. Rather, he was working to create interest and <br />something for people to get excited about. <br />Commissioner Frischman stated she appreciated the direction the architect was trying to pursue but <br />questioned how this building fit in with wagon wheels and saddles. Mr. Carpenter stated Dr. Ong was <br />considering the longevity of his business and was making decisions that were long-term and <br />sustainable in nature.
