Director Schlichting stated the streets in the neighborhood west of Pike Lake have been
identified as needing replacement in 2018. The overall scope of the project will include
pavement replacement, partial curb and gutter replacement, watermain/hydrant replacement, and
storm sewer upgrades to complete the second phase of the Freedom Park Flood Mitigation
project that was initiated in 2012. He commented further on a map showing the streets that are
proposed to be reconstructed.

Director Schlichting explained all dredging operations are now complete at Hansen Park, and
material left in the open area was left 1‐2 feet high to allow for settlement. Spring /Summer
activities will include revegetation of exposed areas, installation of the trails and
regrading/seeding of the pile in the open area after it settles. City Staff created a FAQ to address
many of the questions/concerns we have had with the project.

Director Schlichting reported one project component that was added during construction was the
raising of the footbridge near the neighborhood shelter. It was raised so that the top elevation of
the first plank on each side of the bridge sits at 879.0 feet. The middle of the bridge rises above:

2‐year flood elevation = 878.28
10‐year flood elevation = 878.73
100‐year flood elevation = 880.92

Director Schlichting stated this makes the bridge passable during a 10‐year storm. The trail will
remain gravel in this area until paving operations can begin. Lastly he updated the Commission
on the MnDOT MnPASS project. It was noted this project would take three to four years to
complete and would begin in 2019. The larger components of the project were discussed along
with the location of the noise walls. The anticipated road closures and alternate routes were
briefly described to the Commission, along with proposed intersection improvements planned for
New Brighton.

Discussion included:
 The Commission thanked Director Schlichting for his thorough report.

VI.
