She indicated Mr. Burrs SUP was passed after much discussion on a 3-2 vote by the <br />Council. She thanked the Commissions for their service to the City in 2018. <br />VI. Public Hearing <br />(A) Special Use Permit Amendment & Site Plan review: Request from Mounds View Public Schools <br />to make improvements to Bel Air Elementary School by expanding the cafeteria, adding <br />classrooms, and redesigning the bus drop off area to improve student safety – 1800 5TH STREET <br />NW – PID: 30-30-23-14-0087. <br />Assistant Director of Community Assets and Development Gozola reported Mounds View Public <br />Schools is seeking to make improvements to Bel Air Elementary School by expanding the cafeteria, <br />adding classrooms, and redesigning the bus drop off area to improve student safety. Provided <br />recommended conditions are met, staff believes the proposals will have a positive impact on the <br />school and surrounding property. Staff recommends approval of the Special Use Permit Amendment <br />and Site Plan Review, subject to Findings of Fact and the following conditions: <br />1. Pieces of right-of-way for 19th and 20th Streets, and shall dedicate public easements in such <br />areas as deemed necessary during that process. <br />2. Landscaping plans shall be reviewed by the City Forester, and any suggested changes to the <br />planting mix shall be implemented with the future project. <br />3. Engineering comments in the 12/12/18 Engineering Memo shall all be successfully addressed <br />prior to issuance of a building permit. <br />4. If the fire hydrant on the property must be moved to accommodate the proposed plans, it shall <br />be relocated to a placement approved by the Fire Marshal. <br />5. Prior to a building permit being issued, the lighting plan will need to be updated to show <br />conformance with the 0.4 maximum on adjacent residential property. <br />6. Failure to adhere to these conditions of approval shall be grounds for revocation of the special <br />use permit amendment by the City Council. <br />Commissioner Frush requested further information regarding the right -of-way. Assistant Director of <br />Community Assets and Development Gozola discussed the location of the right-of-way on the school <br />property. He explained the right-of-way could be replaced with an easement. <br />Commissioner Fynewever commented on the lighting plan. She asked what changes would be made to <br />the site with respect to lighting. Assistant Director of Community Assets and Development Gozola <br />reviewed the changes that would be made to the lighting for the school property in the new parking <br />lot. He explained a new cover may be needed to keep light from spilling from this property onto the <br />adjacent property. <br />Commissioner Biedenfeld discussed the bus parking and questioned if there were alternative options <br />for the busses if they created major traffic concerns. Assistant Director of Community Assets and <br />Development Gozola deferred this question to the applicant. <br />
