<br /> <br />4 <br /> <br />Chair Nichols-Matkaiti asked if the site would have an increase in impervious surface. Mr. Apilkowski <br />stated the engineer calculates all of these things. He reported the site plan complied with all City and <br />Rice Creek Watershed stormwater drainage requirements. <br />Commissioner Fynewever inquired if the bus loop was pretty standard for Mounds View School District <br />elementary schools. Mr. Apilkowski commented the school district was working to eliminate the <br />excess entrances and exits to the school for safety purposes. He stated school staff would have to <br />manage students during parent pickup and drop -off times. <br />Commissioner Fynewever questioned if the school had any comment on the drainage concerns at <br />Hanson Park. Mr. Apilkowski reported he could not speak to these concerns but reiterated that the <br />site plan before the Commission met all City and watershed drainage requirements. Assistant Director <br />of Community Assets and Development Gozola reported the elementar y school site currently had <br />three catch basins and noted this would be increased to five. <br />Mr. Sanden asked why the original plan was rejected. Mr. Apilkowski stated this had to do with the <br />grading and slope of 5th Street. <br />Chair Nichols-Matkaiti inquired if the current site plan had been made available to the neighbors. Mr. <br />Apilkowski reported letters had been sent to all of the neighbors that were included on the City’s <br />Public Hearing list and were invited to a neighborhood meeting. He stated none of th e neighbors <br />attended the neighborhood meeting. <br />Chair Nichols-Matkaiti questioned when the neighborhood meeting was held. Mr. Apilkowski indicated <br />the neighborhood meeting was held on Tuesday, December 4th. <br />Mr. Melini expressed frustration with the fact he had not received a letter from the architect or school <br />district regarding the changes that were made to the plan. He encouraged the City to improve their <br />outreach efforts. <br />Mayor Johnson reviewed a map of the homes that were notified for this project a nd reported the City <br />did its due diligence in sending out Public Hearing notifications. She explained the notifications from <br />the architect and school district for the neighborhood meeting was another matter. Mr. Apilkowski <br />reported he would check with the school district to see if notifications were sent out. He stated these <br />letters would have been sent out on Bel Air letterhead and noted the neighborhood meeting was a <br />curtesy. <br />Commissioner Fynewever asked if the site plan was available for public viewi ng on the City’s website. <br />Assistant Director of Community Assets and Development Gozola stated this information would have <br />been available to the public when the agenda and meeting packet was posted to the City’s website. <br />Mr. Sanden inquired if 30 day’s notice was too much to ask for. Chair Nichols-Matkaiti stated this <br />would be difficult given the amount of staff time that goes into preparing an item for Planning <br />Commission review. <br />Motion by Commissioner McQuillan, seconded by Commissioner Fynewever to close the Public <br />Hearing. <br />Approved 5-0. <br />
