<br /> <br />5 <br /> <br />Commissioner McQuillan stated he had concerns regarding student safety. He feared students would <br />dart out from behind the busses and could be hit by a passing car. He discussed the steep grade that <br />cars had to traverse on 5th Street. <br />Commissioner Fynewever indicated this was a valid concern. However, she believed the school would <br />put a safety plan in place with proper routes for students that are going to busses or are being picked <br />up by parents. <br />Chair Nichols-Matkaiti commented on the drop off plan at Bel Air versus Pike Lake and stated things <br />ran much more smoothly as Bel Air. She indicated she did not have the safety concerns that other <br />Commission members had. <br />Commissioner Biedenfeld asked if it was reasonable for the Commission to reach out to Public Safety <br />to create No Parking Zones for safety purposes. Assistant Director of Community Assets and <br />Development Gozola stated it would be reasonable to identify safety and parking concerns in order to <br />identify if there was a problem. He reported at this time, the Public Safety Department had reviewed <br />the Site Plan and had not identified any concerns. <br />Commissioner Fynewever stated this project was stemming from a community referendum to improve <br />and address safety at schools. <br />Chair Nichols-Matkaiti asked if the Commission had concerns with the neighborhood meeting <br />notifications. <br />Commissioner Fynewever explained she believed the Commission’s task at hand was to review the Site <br />Plan and SUP request. <br />Commissioner Biedenfeld questioned when this matter would be reviewed by the City Council. <br />Assistant Director of Community Assets and Development Gozola reported the City Council would <br />review this request at their January 8, 2019 meeting. <br />Mayor Johnson reported the City has followed the letter of the law for this request. She clarified the <br />neighborhood meeting was not a requirement for the school district, but rather was a nicety. She <br />encouraged residents to come before the City Council on January 8th to voice their concerns with the <br />project. <br />Motion by Commissioner McQuillan, seconded by Commissioner Frush, to recommend the City <br />Council approve the requested special use based on the findings of fact listed within the report <br />subject to the six (6) conditions. <br />Approved 5-0. <br />VII. Business Items <br /> <br />(A) TIF Review: Review proposed modifications to Tax Increment Financing District No. 26 to <br />determine compliance with the City’s Comprehensive Plan. <br /> <br />Assistant Director of Community Assets and Development Gozola reported when TIF districts are <br />established, Cities must establish anticipated budgets for the life of the district. As development <br />occurs, occasionally the revenue generated by the TIF District are either substantially higher or lower
