REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF THE RESOLUTION SUPPORTING THE <br />MAINTENANCE OF LOCAL LICENSE BUREAUS <br />DEPARTMENT HEAD’S APPROVAL: Brenda Davitt <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br />Recommendation: <br />Consideration to adopt the Resolution Supporting the Maintenance of Local License Bureaus. <br />Legislative History: <br />The Minnesota Deputy Registrar Association (MDRA) is a statewide membership organization <br />that promotes and supports local deputy registrar offices. On past occasions the MDRA has <br />asked local deputy registrar offices to request consideration to adopt resolutions of support from <br />their City Council members. These resolutions are presented collectively to our state lawmakers <br />as a call to action. As a member of the MDRA, we would like to call upon the State Legislature <br />and our Governor to enact legislation in 2018 to provide deputy registrars with proper <br />compensation. <br />Financial Impact: <br />If the State Legislature and our Governor enact legislation in 2018, the existing state fee structure <br />could be reallocated or other appropriate filing fee adjustments could be made to ensure the City <br />of New Brighton License Bureau and other deputy registrar offices are properly compensated for <br />the services they are providing. <br />Explanation: <br />Since the State’s conversion to the new Minnesota Licensing and Registration System <br />(MNLARS) in July 2017, a substantial amount of clerical and auditing responsibilities have been <br />shifted onto the deputy registrar offices. These, along with the many documented shortcomings <br />of MNLARS, have severely strained deputy registrar offices.
