Mayor Johnson explained the Council was looking for individuals that have a genuine interest in the
community that wanted to make a difference, who were loyal and professional. She reported some individuals
bring obvious skill sets through their education and others have interests.

Councilmember Jacobsen stated active engagement in the community was valued.

Councilmember Allen believed the City was served well by people who could see the 40,000 view along with
minute details.

Mayor Johnson commented Mr. Biedenfeld had a great resume and work experience. She encouraged Mr.
Biedenfeld to reach out to the City Clerk if he had any further questions.

Lotter stated the Council had an abundance of riches among the interviewees. Mayor Johnson agreed.

Councilmember Allen commented he received an email last minute from the Tibetan community requesting a
proclamation be made to declare March 10th as Tibet Day in the City of New Brighton. Lotter reported staff
had drafted a proclamation for the Council to present at the Council meeting.

Councilmember Dunsworth asked why March 10th was significant. Councilmember Allen explained this date
commemorated the 59th anniversary of the uprising in Tibet. He read the proposed proclamation in full for the
Council.

Councilmember Dunsworth questioned what other cities had signed onto this. Councilmember Allen stated he
was uncertain if any other cities had passed a proclamation. Mayor Johnson anticipated Columbia Heights and
Fridley would be passing a proclamation. She stated she was happy to pass this proclamation at the Council
meeting.

Councilmember Allen thanked staff for going out of their way to assist the Tibetan community in finding them
a new location to meet.

Lotter discussed the upcoming City Council agenda noting Jerry Hromatka would not be able to attend as he
was home ill. He then commented on the commercial railway Resolution.

Worksession adjourned at 6:36 pm

Respectfully submitted,

Terri Spangrud
City Clerk
