<br />Quiet Zone Evaluation 5 <br />New Brighton, Minnesota <br />1st Street NW Between the 8th Avenue NW and 5th Avenue NW Intersections <br />First Street NW is a two-lane road with shoulders on each side. The main track and <br />two spurs to businesses create three at-grade crossings at this location, with 20 to <br />100 feet between the tracks. Multiple driveways are located around and between <br />the tracks. The eastern two crossings are relatively close together and controlled <br />with a single set of gates, flashers, and bells. The western track is controlled with <br />flashers and bells. Stop bars are also provided at the crossings. <br /> <br />The surrounding land use is industrial. <br /> <br />1st Street SW Intersections with 5th Avenue SW <br />First Street SW and 5th Avenue SW are both two-lane roads with shoulders on each <br />side. There are two crossings on 1st Street SW and one on 5th Avenue SW, <br />separated by approximately 400 feet. Driveways are located around and between <br />the crossings. The two 1st Street SW crossings are controlled with stop signs, <br />railroad crossing crossbucks, and advanced warning signs, as well as pavement <br />markings. The 5th Avenue crossing is controlled by crossbucks, advanced warning <br />signs, and pavement markings. <br /> <br />The surrounding land use is industrial. <br /> <br />County Road D West of the Interchange with I-35W <br />The busiest crossing in the City in terms of vehicle traffic, County Road D is an <br />undivided four-lane roadway with turn lanes at nearby intersections. Sidewalks are <br />provided on each side of the road. A public intersection and a private driveway are <br />located approximately 60 feet on either side of the tracks. The crossing is controlled <br />by cantilevered flashers, bells, and pavement markings. <br /> <br />The surrounding land use is commercial. <br /> <br />Old Highway 8 NW North of the Mounds Avenue Intersection <br />Old Highway 8 is an undivided four-lane road with a sidewalk on the west side. <br />Driveways are located nearby on the both the north and south sides of the tracks. <br />The crossing is controlled with cantilevered flashers and bells, and stop bars are <br />provided on each side of the tracks. <br /> <br />The surrounding land use is a mix of commercial and industrial uses. <br />c. Railroad Frequency <br />Based upon MnDOT information and the Federal Roadway Administration, the <br />tracks are used approximately twice per day: generally, one train between 8 a.m. <br />and 10 a.m. and one train between 2 p.m. and 3 p.m. Additional trains have been <br />noticed overnight, when the train horn is extremely disruptive to residents and <br />tends to generate the most complaints. Observed trains consist of approximately <br />10 to 12 cars, travelling at low speeds of 10 mph or less. <br />
