<br />Quiet Zone Evaluation 1 <br />New Brighton, Minnesota <br />1. Introduction <br />a. Purpose of Study <br />The purpose of this study is to evaluate the existing at-grade rail crossings in the <br />City of New Brighton regarding the potential to establish one or more Quiet Zones <br />and update the original study completed in 2014. Rail traffic and citizen complaints <br />regarding train noise continue to be an issue in the City, particularly nighttime horn <br />noise. A Quiet Zone is a potential long-term solution to improve the quality of life for <br />the City’s residents. The Council report authorizing the original study and providing <br />more explanation regarding previous action by the City is provided in the Appendix. <br />b. Study Objectives <br />The objectives of this study are: <br />i. Document the existing rail crossing characteristics. <br />ii. Review the Quiet Zone Guidelines. <br />iii. Determine the improvements needed at each intersection in each group to <br />fulfill quiet zone requirements. <br />iv. Document the potential funding sources available for quiet zone upgrades. <br />v. Create an implementation plan with next steps and procedures. <br /> <br />This report reviews the 11 existing rail crossings in the city of New Brighton. These <br />crossing are: <br />i. Road H (69th Avenue NE) intersection with Stinson Boulevard <br />ii. Knollwood Drive north of the Valley View Lane intersection <br />iii. Silver Lake Road north of the Erin Court intersection <br />iv. Long Lake Road north of the Mississippi Street intersection <br />v. Park Drive within Long Lake Regional Park <br />vi. 10th Street NW between the 7th Avenue NW and Old Town Drive <br />intersections <br />vii. 8th Street NW between the 7th Avenue NW and 6th Avenue NW intersections <br />viii. 1st Street NW between the 8th Avenue NW and 5th Avenue NW intersections <br />ix. 1st Street SW intersection with 5th Avenue SW <br />x. County Road D west of the interchange with I-35W <br />xi. Old Highway 8 NW north of the Mounds Avenue intersection
