<br />Quiet Zone Evaluation 2 <br />New Brighton, Minnesota <br />2. Background Information <br />a. Rail Crossing Locations <br />Two railroad companies operate tracks within the City limits. The first is an east- <br />west route operated by Canadian Pacific (CP). This route has grade-separated <br />crossings and is neither the subject of recent noise complaints nor examined in this <br />report. The second route is generally north-south, starting with a single track at the <br />southern City limit. As the track heads north, it splits to an eastern spur and western <br />line that continues beyond the City limits. In addition, there are several small spurs <br />to individual businesses. This route is operated by the Minnesota Commercial <br />Railway (MNNR) and contains the 11 at-grade intersections analyzed in this report. <br /> <br />Figure 1, on the following page, created by the City, shows the locations of each of <br />these 11 rail crossings with the City of New Brighton. <br />b. Rail Crossing Characteristics <br />County Road H (69th Avenue NE) Intersection With Stinson Boulevard <br />This crossing is located in the northwest corner of the City at its border with the City <br />of Fridley. The track crosses through the intersection, creating an at-grade crossing <br />of County Road H as well as a crossing of Stinson Boulevard in the City of Fridley. <br />Recently, the at-grade crossing of Spring Creek Drive in the City of New Brighton <br />was removed, with that road now intersecting into Stinson Boulevard. Shamrock <br />Lane is the fourth leg of the intersection to the north. All roads provide for two driving <br />lanes. Sidewalks are provided along the north side of County Road H and the Rice <br />Creek Trail runs adjacent to the tracks, terminating on the east side of the <br />intersection. Currently, County Road H is controlled by gates and flashers, Stinson <br />Boulevard is controlled by signs (railroad crossing crossbucks and advanced <br />warning) and pavement markings, and Shamrock Lane is uncontrolled with respect <br />to advanced train crossing warnings. <br /> <br />The surrounding land use is a mix of residential, industrial, and commercial uses. <br /> <br />Knollwood Drive North of the Valley View Lane Intersection <br />Knollwood Drive is a two-lane roadway that provides the only access to Valley View <br />Lane and the residences on that road. There is a driveway located approximately <br />40 feet south and 100 feet north of the tracks. This at-grade crossing is currently <br />controlled with gates and flashers. Rice Creek Trail runs parallel and to the north of <br />the tracks at this crossing but does not cross them. <br /> <br />The surrounding land use is residential. <br />
